France – Construction work – Appel à Manifestation d'Intérêt pour le développement d'une infrastructure numérique au sein de Parc'Innov

This call for expressions of interest (EOI) aims to identify and select an economic operator capable of developing a digital infrastructure project on the Parc'Innov site, located in the municipality of Bure, within the Meusian part of the activity zone. The lands concerned by this EOI are intended to accommodate data centre (datacenters) and/or supercomputer activities, in line with the territory's digital, technological and economic development ambitions. This process aims to enable the Parc'Innov syndicate to assess the technical, financial, operational and environmental capabilities of candidates, as well as the relevance and robustness of their projects, in order to identify the offer providing the best guarantees of feasibility and coherence with the objectives pursued by the syndicate. Upon completion of the procedure, the Parc'Innov syndicate will designate a selected candidate. However, this designation will not confer any definitive right to obtain the land or any immediate contractual commitment regarding its provision. The provision of the land will take the form of a building lease governed by Articles L.251-1 and following of the Construction and Housing Code, with a duration of between 50 and 99 years. The provision of the land will include a preliminary reservation phase intended to enable the selected candidate to carry out the technical, environmental, administrative and financial studies necessary for the implementation of the project, in particular the obtaining of the required authorisations and the finalisation of the project's feasibility conditions. The modalities of this phase will be specified later. This EOI constitutes a prior consultation and selection procedure for a project leader. It does not aim to meet a specific need of the Parc'Innov syndicate in the sense of public procurement and does not, at this stage, constitute a firm commitment by the Syndicate to conclude a land contract.
