Finland – Machines and apparatus for testing and measuring – Osallistumishakemuspyyntö Lämpökamerakollimaattorit

The Finnish Defence Forces Logistics Command (hereinafter the Contracting Entity) invites your application to tender for the procurement of thermal camera collimators for the Finnish Defence Forces in accordance with this invitation to tender. A thermal collimator is a device used for the maintenance and functional testing of IR devices. The thermal collimators to be procured are as follows:

1. 2 units of a fast test (go/no-go test device) with which the performance of the thermal camera can be quickly verified. The device will be used, for example, to assess the adequacy of the performance of the device being tested based on the detection of bar patterns and to check the mutual alignment of the day and IR channels. The device will be used in various conditions, so it must be easily portable and suitable for field use. The device must be able to perform tests without a separate computer.

2. 1 unit of a computer-controlled thermal camera test device (laboratory test device) for detailed measurement, which must have the possibility to also test the performance of the daylight camera. The test device must have a longer focal length and a larger aperture diameter than the test device described in point 1, so that more capable systems can be tested with it. The test device must have, for example, motorised iris control, automatic testing and reporting, and the ability to produce a report containing performance metrics. The report must include at least the following parameters:

• MRTD (Minimum Resolvable Temperature Difference)

• MTF (Modulation Transfer Function)

• NETD (Noise Equivalent Temperature Difference)

In addition, the system must be able to connect at least the following:

• SWIR test environment

The exact requirements of the procurement are described in the invitation to tender. A tender accepted in the tendering phase requires the tenderer to participate in a presentation event at the Contracting Authority's premises. At the presentation event, the tenderer presents the offered device(s) to verify the requirements. Further information about the presentation will be provided in the invitation to tender. No compensation will be paid to tenderers for the presentation. The tenderer is responsible for the costs incurred by participating in the tendering process.
