Romania – Feasibility study, advisory service, analysis – Servicii de proiectare faza studiu de fezabilitate (S.F.), conform H.G. nr. 907/2016, pentru proiectul de investiţie imobiliară: „Bază integrată de instruire pentru forțele cu destinație specială din Armata României în cazarma 3645 Mihai Bravu”, cod proiect 2025-I-3645

The services that are the subject of the contract are: – Feasibility Study for the objective "Integrated Training Base for Special Forces of the Romanian Army in the 3645 Mihai Bravu Barracks", in accordance with H.G. no. 907/2016, with subsequent amendments and additions, in accordance with the design topic; – Presentation note, drawn up in accordance with the framework content provided in Annex no. 4 of the Regulation on the organization and functioning of the Technical and Economic Council of the Ministry of National Defence, approved by Order M.94/2017; – Topographic study in STEREO 70 system; – Geotechnical study, verified by a project verifier certified Af; – Hydrogeological study; – Ballistic study, necessary for justifying the solutions for arrangement and safety related to the training objects with shooting (shooting ranges, shooting house, training ranges), including the establishment of safety zones and solutions for capturing/stopping projectiles; – Obstacle study and documentation for obtaining the opinion of the Romanian Civil Aviation Authority (A.A.C.R.), necessary in relation to the heliport provided within the objective and with the applicable aeronautical servitudes to the location; – Traffic study, necessary for justifying the access solutions, roads and internal platforms and the connection with the existing road network; – Solution and coexistence study, necessary for connection to utility networks and for establishing the conditions of coexistence with the existing networks and objectives in the area; – NZEB Compliance Report, drawn up by an energy auditor for certified buildings; – Preparation of documentation for obtaining the opinions and approvals requested through the Urbanism Certificate, as well as assistance provided to the contracting authority for obtaining the opinions, including Documentation for obtaining the principle agreement for fire safety and documentation for obtaining the opinion regarding public health. Furthermore, the Supplier will provide specialist support to the contracting authority for the presentation of the technical-economic documentation for obtaining the C.T.E. opinion of the M.Ap.N. (presentation in .pptx format or similar for supporting the documentation drawn up for the purpose of opinion and approval in the meeting of the Technical and Economic Council of the Ministry of National Defence). Furthermore, at the request of the contracting authority, the Supplier provides specialist technical assistance and transmits clarifications regarding the technical-economic documentation drawn up by it, during the promotion of the subsequent phases of the project (drawing up D.T.A.C., P.Th. + D.E., execution of works). Clarifications are transmitted exclusively to the contracting authority, which uses them in accordance with its own competencies. The Supplier does not participate in the conduct of subsequent award procedures and does not have access to the tenders submitted or to the identity of the participating economic operators. The number of days until which clarifications can be requested before the deadline for submission of tenders/applications: 12. AC will respond clearly and completely to all requests for clarification in accordance with the provisions of art. 69 and 70 of O.U.G. 114/2011 with subsequent amendments and additions, but no later than 6 days before the deadline set for the submission of tenders.
