France – Repair, maintenance and associated services related to aircraft and other equipment – Maintien en Condition Opérationnelle (MCO) de la flotte PC-21 de l’Armée de l’Air et de l’Espace (AAE) et prestations associées
Description
The project concerns the maintenance in operational condition (MCO) of the PC-21 fleet of the French Air and Space Force (AAE) and associated services. The project will include performance commitments on the provision of all pedagogical means (aircraft, equipment and simulators) as well as flight and simulation slots for the benefit of the Air Combat School (EAC). The contractor will be contractually committed to achieving the expected level of availability of the fleet by guaranteeing the non-regression of the performance of the supported systems as well as the maintenance of flight safety and compliance with airworthiness requirements. Indicatively: - The main services to be performed are technical and logistical support (onsite technical assistance (OTA), obsolescence management, technical incident and documentation management, etc.), maintenance of airframes, engines, propellers, parts and installed equipment as well as the performance of maintenance checks and in-line maintenance tasks, the supply of spare parts and specific ingredients necessary for the support operations carried out by the users and delivery on user sites of all the materials necessary for the operation of the aircraft and troubleshooting, management of the pool of trainers/simulators, the function of airworthiness maintenance organisation (OGMN), support for infrastructures and simulation means, the provision of flying instructor and simulator instructor hours (purchase orders), and any other related services. - The main sizing elements of the fleet in service are 26 Pilatus PC-21, 8 pairs of removable tanks, sets of equipment (masks, helmets, equipped vests and anti-G trousers) for approximately 275 people, 3 Full Mission Simulators (FMS), 4 Part Task Trainers (PTT), 21 Mission Preparation and Debriefing Systems (MPDS) and 60 Computer Based Trainers (CBT). - The nominal forecast activity will be 16,500 Flying Hours (FH) per year for the PC-21, and, for the simulators, respectively 4,450 and 6,650 Utilisation Hours (UH) per year for the FMS and the PTT. The daily time slot for aerial and simulator activities at the main operating base (MOB) in Cognac will be from Monday to Friday from 08:00 to 18:30 (local time). This can be extended on non-working days over the same time slot. For night flights, the time slot will be from Monday to Friday (twice a week) from sunset to 02:00 (local time). The fleet can also be deployed from the Solenzara Air Base 126 during firing campaigns or from other air bases in metropolitan France (approximately 3 times a year in total), as well as from other sites, either as part of special air safety arrangements (DPSA) in metropolitan France (1 to 2 times a year), or as part of the X-Ray demonstration patrol (on average 2 times a year). Other services or supplies may be included such as the acquisition of training system materials (vectors, simulators, aircraft equipment, etc.). The consultation file transmitted to the candidates admitted to tender will specify the means, materials or documents of the State that may be made available to the contractor for the execution of the present project. This is a defence or security contract. The present project is subject to the negotiated procedure in accordance with the provisions of Articles L. 2324-1, L. 2324-3, R. 2324-1, R. 2324-3, R. 2361-1, R. 2361-8 to R. 2361-12 of the Public Procurement Code. The project is a "composite" contract consisting of: - on the one hand, fixed-price services including a fixed part, a variable part per flying hour and a variable part per utilisation hour, to be executed from the start of the contract, - on the other hand, services that may be ordered by purchase orders in accordance with the application of Article R. 2362-8 of the Public Procurement Code, - under Articles R. 2372-19 to R. 2372-21 of the Public Procurement Code, the contract may present technical uncertainties, a part of supplies or services that could not be precisely defined in the initial public contract. Constraints related to the protection of the secret provided for the contract. The project is sensitive, in accordance with the provisions of Article 5.3.2 of IGI 1300 on the protection of national defence secrecy and Sheet 4.3 of IM 900 relating to the protection of information and data. The legal entity applying for this sensitive project may be the subject of an administrative investigation for intelligence and security under the conditions set out in Sheet 4.3 of the aforementioned IM 900. Due to the sensitive nature of the contract, the personnel (in particular of the contractor, a subcontractor or any other economic operator) who will be executing the contract on the Ministry of the Armed Forces site will be the subject of an administrative investigation for intelligence and security based on information previously transmitted to the administration.
