The Hamburg Investment and Promotion Bank (hereinafter: "IFB Hamburg") is a legally capable institution under public law. The IFB is a subsidiary of the Free and Hanseatic City of Hamburg, which is the central promotion institution of the IFB. The IFB assists the Senate in fulfilling public tasks. In doing so, it carries out promotional measures, particularly financing, in accordance with the EU State aid rules and in compliance with the community law prohibition of discrimination, in its own name in various areas (e.g. housing promotion, in particular social housing, innovation promotion, etc.) on behalf of the state in the area of the Free and Hanseatic City of Hamburg.
