The Council has already implemented an integrated data governance model that manages all of its information, which must now be evolved, extended, and consolidated, and subjected to a cycle of continuous evaluation and improvement. In this regard, the subject of the contract is to deepen and improve the adequacy of the information systems and the public environmental information held by the Secretariat General for the Environment and Climate Change, with the following strategic lines:

• Promote the public dissemination of the information residing in the information systems in the environmental area and facilitate its access to citizens, in the broadest sense, including citizens, businesses, and other entities.

• Compliance with the obligations established by European, national, and regional regulations on access to information, and especially those related to the open data paradigm.

• Evolution of information systems and establishment of new information structures to facilitate the exploitation and dissemination of information, under the Big Data paradigm and new information and communication technologies.

• Extend the data governance model to geo-spatial information, essential for ordinary processing and strategic for high-level decision-making.

The contractor must carry out all the necessary work to achieve the set objectives, providing the most appropriate solutions to the needs and requirements expressed in detail in the technical specifications.
