The LZN is responsible for procuring goods and services for the immediate Lower Saxony state administration (see § 2 of the LZN Operating Instructions). With the approval of its supervisory authority, the LZN can take on additional tasks for public-law entities within and outside the Lower Saxony state administration, as well as for private-law companies in full public ownership (see § 3 Operating Instructions). Under this responsibility, the contract involves concluding a framework agreement with a company (Section 21 VgV) for the delivery of ballistic undergarment protective vests, including a modular external carrying shell (mATH), for the Thuringian Police. Partial awarding of individual components of the BUZSW set will not occur. Offers for individual components of the BUZSW set will not be evaluated.
