Netherlands – Services in connection with motion-picture and video-tape production – Video en animatie

The Municipality of The Hague intends to conclude a Framework Agreement for the supply of video, animation and related audiovisual production services for the entire municipal organisation. The municipality uses audiovisual media for various communication issues, including public communication, participation, information, labour market communication, internal communication, events, administrative communication and campaigning.

The contract is divided into two lots:

Lot 1 – Integral video and animation productions

Lot 1 includes the development, production and delivery of integral audiovisual productions. This includes, among other things:

concept development;

copywriting and scripting;

video productions;

animations and motion graphics;

production and direction;

editing and post-production;

subtitling and accessibility provisions;

live streams and recordings.

The work can range from short video productions to extensive campaign, information and administrative productions. A maximum of three contractors will be contracted for this lot.

Lot 2 – Flexible production capacity (broker construction)

Lot 2 includes the supply and organisation of flexible production capacity via a broker construction. The contractor is responsible for making available, matching and coordinating external makers and production professionals, including:

cameramen;

videographers;

editors;

content creators;

other audiovisual specialists.

The broker acts as the central point of contact for the municipality and is responsible for the availability, matching, quality assurance and administrative handling of the deployment of this flexible capacity. Lot 2 is intended for the temporary deployment of individual audiovisual professionals to support the municipal organisation and not for the procurement of integral production assignments. One contractor will be contracted for this lot.
