Germany – Architectural, construction, engineering and inspection services – Planungsleistungen Verkehrsanlagen und Freianlagen für die barrierefreie Umgestaltung des Bahnhofsumfelds

The pilgrimage town of Werl, represented by Department III, Urban Planning, Roads and Environment, 59457 Werl, intends to procure engineering services for the planning of a railway station forecourt incl. bus station. The municipal bus station is located in the immediate vicinity of Werl station and thus forms the central interchange point for public local transport (ÖPNV) in the city. The total area covers an area of approx. 8,500 m² and includes the access areas, bus bays, waiting areas, parking spaces and the adjoining development infrastructure. The enclosed plan (Annex 1) shows the spatial context of the planning area. The new planning of the bus station and the adjoining traffic areas should include the following planning objectives: transport objectives, accessibility, quality of stay and urban integration, area efficiency and sustainability. The engineering services are to be procured in stages. Initially, the services phases 1-2 will be procured. The binding period for the implementation of the further service phases is scheduled for 2 years after completion of service phases 1-2. The procurement of both lots will take place simultaneously. A bid can be submitted for both lots. The exact coordination between Lot 1 and Lot 2 can be found in the tender documents (LV fee request for transport facilities and open spaces bus station). Questions about this can be asked in advance via the tender marketplace. It is intended to apply for funding for the measures that improve the traffic situation and the accessibility of the ÖPNV. The funding deadlines and the necessary prior political agreements make it absolutely necessary that the results of service phase 1 and 2 - consisting of preliminary planning documents (location plan, explanatory report and a cost estimate - are available by early November 2026. If it becomes apparent during processing that this deadline is at risk, the contracting authority must be informed immediately and in writing. Deadline for tenderer's questions: 10.08.2026
