Description
The present tender concerns the procurement of canteen services at Strandgade 100, 1401 Copenhagen K for the Danish Prison and Probation Service (hereinafter the Contracting Authority). The canteen is located at Strandgade 100, 1401 Copenhagen K, but employees of the Contracting Authority from both Strandgade 100 and 108, 1401 Copenhagen K with the respective buildings can use the Contract's services. The tender is conducted as a tender under the Public Procurement Act, Section III with pre-qualification and negotiation, which means that any economic operator can apply to be pre-qualified, but only the pre-qualified applicants can submit tenders and participate in the negotiation process. The tender includes the following services: 1. Canteen 2. Take-away lunch meals 3. Meeting catering 4. Take away 5. Breakfast. The tender material is referred to for a detailed elaboration of this, including further information about scope and service requirements. The Danish Prison and Probation Service is under the Ministry of Justice and consists of the Danish Prison and Probation Service and two Prison Districts. The Danish Prison and Probation Service operates the country's prisons and detention facilities, supervises convicted persons, works with crime prevention and to create safety in society together with the other authorities in the judicial system. The present tender concerns only the canteen operation with related services at Strandgade 100 and 108, 1401 Copenhagen K. All employees of the Contracting Authority from both Strandgade 100 and 108, 1401 Copenhagen K with the respective buildings can use the Contract's services. The Contracting Authority provides a production kitchen to support the Contract. It is not a prerequisite that the Supplier uses the Contracting Authority's production kitchen. The expected start of operations for the contract is 1 September 2027, and the tender is estimated to have an estimated value between 10 and 15 million DKK in the contract period. The estimated value constitutes an estimate of the expected contract sum for the full contract period incl. possible extension periods. The estimate is based on historical consumption and expectations for future consumption. The solution must be continuously supported digitally with a view to optimising business processes and ensuring good user experience. The Supplier must provide its own system support to support the Contract. This includes system support for ordering meeting catering and system support for handling user payment. In addition, the Supplier will be given supplier access to the Contracting Authority's FM system, Dalux FM, for receiving other inquiries from Users. The Contracting Authority expects that the Business Transfer Act will be applied in connection with a transfer of the service from the existing supplier to a new supplier. Indicators from the existing supplier are that a business transfer can involve 6 - 10 employees. The tender is conducted as a tender under the Public Procurement Act, Section III with pre-qualification of 3-5 applicants and an expected negotiation round. Unless the Contracting Authority chooses to award the task based on an initial tender, a negotiation process will be conducted, where the Tenderers are invited to parallel negotiation meetings, which will be documented according to the tender conditions. The Contracting Authority may, after each negotiation tender, on the basis of the award criterion and sub-criteria, choose to exclude a Tenderer from the further process. The deadlines for submission of tenders appear from the tender material. The negotiation meetings for the first round will be held in week 45 - 46 at the Danish Prison and Probation Service at the address Strandgade 100, 1401 Copenhagen K. The negotiation meetings are scheduled to take place between 10:00 and 14:00. The purpose of the negotiation meetings is both to allow the Tenderers to present their overall tender and to ensure that the Tenderers are aware of where their tender can be improved. The Contracting Authority will therefore comment on the tenders submitted, where the Tenderers will also have the opportunity to challenge the tender material, see also the tender conditions' appendix D. In connection with the initial tender, a taste test of the Tenderer's offered canteen solution will be held. The taste test is included as an integrated part of the evaluation of the tenders received. Taste tests will take place in week 45 at the Danish Prison and Probation Service. A more detailed plan for the taste tests will be published on EU-supply in week 43. The tender conditions and the tender material's appendices J and 15.2 are referred to for a more detailed description of the format and content of the taste test.
