The neu-medianet GmbH operates and expands a broadband infrastructure in Neubrandenburg and the surrounding area. The advertised services are for the expansion, maintenance of the cable network and the commissioning of multimedia connections. The subject of the planned tender is the conclusion of a framework agreement for the provision of typical services in the area of FTTH network construction and network assembly. This includes, in particular, splicing work, blowing and pulling work of fibre optic cables, assembly of network components, measurement and documentation services, as well as the commissioning of customer connections (Internet and TV). This tender is exempt from public procurement law pursuant to § 116 para. 2 GWB. The procedure described below is based on public procurement law. Furthermore, the VOB/B and VOB/C in the respectively valid version apply to the execution. Step 1 of the procedure: The project will be carried out Europe-wide in a negotiated procedure with a pre-tender participation competition. In this participation competition, an application for participation (cover letter and evidence) must first be submitted via the tendering portal subreport ELViS. The application for participation is to be created on the basis of the information and specifications contained in the tender documents (list of documents and evidence to be submitted). The required evidence must be received in a timely manner, sorted and in German. Applications for participation with incomplete, incorrect or missing information and evidence may be excluded from the competition. The contracting authority reserves the right to request missing documents. The bidder is solely responsible for proving their suitability and the completeness of their application for participation. Suitable bidders will receive an invitation to submit an offer. A single or multiple award is planned for the requested services. Step 2 of the procedure - Examination and evaluation of offers: After examining the offers, clarification and negotiation discussions will be conducted with the bidders of the three most economically advantageous offers. The price-negotiated offers will be used to determine the average prices. Subsequently, the final order-LV with the average prices will be sent to the bidders of the three most economically advantageous offers with a request for confirmation. The aim is to conclude a contract with a maximum of 10 contractors (AN). It is planned to agree uniform unit prices for all AN. These should apply equally to all AN. Step 3 of the procedure - Award of contract: The successful AN will be commissioned in equal parts. The orders will be placed via separate individual orders on call.
