Westtoer is seeking an external partner for this government contract to assist it for 4 years, within the framework of a framework agreement, in determining the most suitable media strategy and the planning and purchase of media space. It is intended that the media agency can be called upon to draw up a media strategy based on a pre-determined campaign budget, submit price requests to and brief media, negotiate with the relevant media, compare offers and proposals with a view to the most optimal media mix, draw up a media plan, purchase media space, monitor productions/broadcasts/insertions/publications/…, reporting, evaluation, project management and information sessions. Specifically for the online advertising part, we are looking for a partner who can facilitate the campaigns technically and financially, with us remaining fully autonomous in managing our own online campaigns within our own advertising accounts, more specifically our own Google Ads, Meta, TikTok and LinkedIn accounts. The assignment therefore consists of the tenderer linking his credit line to these existing accounts, so that the campaign expenditures can be made via this credit line. We have two different Meta Business Managers, one of which has an advertising account blocked by Meta. This blocking must in no way prevent the credit line from being linked to the remaining accounts. The possibility of linking the credit line to our advertising accounts forms an essential and binding condition for participation in this tender; registrations that do not comply with this will not be considered. For the sub-tenders within this framework agreement, an additional offer will always be requested from the contractor.
