The procurement of the works "MODERNIZATION OF THE 110/20 kV BASARABI TRANSFORMER STATION Vol. 1A – high voltage electromechanical equipment installation” is necessary because the 110/20 kV Basarabi transformer station, managed by the Dobrogea Operational Region/ Dobrogea High Voltage Maintenance, Constanța area, has an AIS 1969 and supplies domestic and industrial consumers in the municipality of Constanța and a few other nearby localities. Over the 57 years of operation, no modernization works have been carried out in the IT installations (110 kV), all equipment, both primary and secondary, have exceeded their service life, being worn out both physically and morally, which is why the modernization of the 110/20 kV transformer station is a necessity. These assets require replacement, modernization and capacity extension so that they can support the current energy consumption and service quality standards, especially with regard to service continuity and the parameters of the energy delivered, imposed by ANRE. Interested economic operators can request clarifications or additional information at the latest by the 20th day before the deadline for submission of participation requests/tenders, and the Contracting Entity will respond clearly and completely to all clarification requests from economic operators by the set deadline - in accordance with art. 29 para. (3) of HG 394/2016. The contracting entity reserves the right to transmit two consolidated responses, in accordance with the provisions of art. 172 para. (2) and art. 173 para. (1) of Law no. 99/2016, as follows: – a first consolidated response, transmitted at the latest by the 11th day before the initial deadline for submission of tenders; – a second consolidated response, transmitted at the latest by the 11th day before the modified deadline for submission of tenders, in the event that the deadline for submission of tenders is extended, under the conditions of art. 163 of Law no. 99/2016.
