The subject of the procurement is the provision of health and social care services as a procurement service to meet the sudden and short-term needs for nursing and care staff at the operating sites of the Pohjanmaa well-being services county. The procurement service replaces the staffing needs caused by the unpredictable and unexpected absences of permanent staff. Procurement service personnel are needed for sudden absences in the social and health care area's residential and home care units, primary health care reception services, general medicine wards, adult psychosocial open care and housing services, care chains, and social services for the disabled. The contracting authority is Pohjanmaan hyvinvointialue. The contracting authority is not bound by the procurement quantity and makes purchases according to actual needs. The contracting authority concludes a framework agreement with the Service Provider. If there are multiple Service Providers, they are placed in a priority order by scoring the bid price and quality. Procurements are made primarily from the supplier who has made the best bid for this procurement's defined sub-region/sub-regions or from the supplier whose total price is the lowest. If the capacity of the selected company is not sufficient, the next most cost-effective, or second-ranked, supplier is used until the required quantity is procured. The Service Provider is the employer of the worker and pays the worker's salary and handles the obligations that belong to the employer. The work is done for the contracting authority. The same labour legislation applies to the procurement of personnel as to other employment relationships. The Service Provider must comply with the Employment Contracts Act (55/2001).
