Bulgaria – Software maintenance and repair services – "Сервизна поддръжка на Информационна система обезпечаваща функционирането на Публичен регистър с данни за извършване на процедурите по оценка на въздействието върху околната среда (ОВОС) и Публичен регистър с данни за извършване на процедурите по екологична оценка (ЕО) по чл. 102 от Закона за опазване на околната среда (ЗООС)"

The subject of the public procurement is to ensure technical support and normal functioning of the information system used by the Contracting Authority, which ensures the functioning of: • Public register with data on the conduct of EIA procedures; • Public register with data on the conduct of EO procedures. The support covers activities related to diagnostics, elimination of technical problems, consultations, as well as actions to ensure the stable operation of the system. In the execution of the contract, the Contractor must provide a service for maintenance support of the Information System ensuring the functioning of the Public Register with data on the conduct of Environmental Impact Assessment (EIA) procedures and the Public Register with data on the conduct of Environmental Assessment (EA) procedures in accordance with Article 102 of the Environmental Protection Act (EPA) with the following scope: 1. Main activities: 1.1. Review of system logs to identify errors, technical problems, or attempts of unauthorized access – weekly; 1.2. Software application and database maintenance – monthly; 1.3. Monitoring of the system's operability and performance; 1.4. Taking actions to prevent potential technical problems. 2. Specific activities (within the contract period and upon necessity and written notification from the Contracting Authority, in accordance with the Technical Specification to the procurement): 2.1. Functional issues - if changes to the system's functionality are necessary, including in cases of regulatory changes or integration with other systems, the Contractor will make the necessary changes with a maximum resource of 24 man-hours per year. 2.2. Restoration of the information system and data in case of a potential failure, including from a backup created by the centralized system for data backup and archiving, servers and systems of MOCI-CA - no later than one working day. 2.3. Updating and transferring a new version of the system documentation - in cases of identified significant discrepancies with the actual functionalities, as well as in cases where actions have been taken to eliminate defects and errors, within the contract. 2.4. Migration of the information system - within the contract period and upon necessity and written notification from the Contracting Authority, the Contractor may perform a one-time migration of the information system to a new infrastructure. 2.5. Decommissioning of the information system - within the contract period and upon necessity and written notification from the Contracting Authority. 3. The software applications within the scope of the procurement are implemented on the following technological platform: • Internet Information Server 7.5; • NET Framework 4.5; • ASP.NET 4.5; • ASP.NET MVC 4.0; • Programming language C#. • Database management system: Microsoft SQL Server Standard Edition 2012 SP1. If possible, the Contracting Authority will provide a higher version of the database to which the database needs to be migrated.
