The subject of the procurement are the special services requiring expert knowledge, directed at the transformers, measuring transformers, reactors and earth-fault compensation devices of the transmission grid's power stations and reserve power plants owned by the contracting authority and for which it is responsible for maintenance, throughout the whole of Finland. The service must be carried out in the Finnish language. The procurement is divided into two parts: Contract Scope 1: Transformer Loss Angle Measurements 2027-2029 and Contract Scope 2: Transformer Measurement and Maintenance Services 2027-2029. Contract Scope 1 includes the time-limited transformer loss angle measurements. From this part, the contracting authority will make a contract with only one tenderer. Contract Scope 2 is a framework agreement, which includes the expert knowledge required for the maintenance, repair, measurement and expert services related to transformer equipment. Services are procured on an as-needed basis. For the second part, the contracting authority may make a contract with a maximum of three (3) tenderers meeting the criteria. A company can apply to be a tenderer for either or both contract scopes in the manner described in this document. Based on all received applications, Fingrid will select a maximum of three (3) tenderers meeting the suitability criteria and minimum requirements for each contract scope for the negotiation procedure. If there are more candidates meeting the suitability requirements than the contracting authority decides to select for the negotiation procedure, the contracting authority will select the candidates on the following grounds: - The candidate's references for deliveries corresponding to the subject of the procurement. The comparison is made on the basis of the candidate's reference information. In the comparison, the candidate with the broadest and longest experience in each contract scope is awarded 10 points. In the comparison, all works corresponding to the relevant contract scope mentioned in the supplier's reference list for the last five (5) years are taken into account. Other candidates are scored in relation to the best candidate.
