Description

The subject of the contract is the provision of services for the implementation of pilot actions for the design and implementation of pilot actions aimed at promoting the employment of the unemployed (with a focus on those belonging to vulnerable groups), strengthening the workforce, as well as promoting the social inclusion and care of Vulnerable Groups in the Municipality of Agia Varvara. These actions are implemented by the Municipality in collaboration and synergy with the other Municipalities of the Western Athens Regional Unit (BAA/ODA) within the framework of the Thematic Intermunicipal Networks (TINs) "SYMPRATTO", "ENTASSO", "DIEVRYNNO", "FRONTI-ZO", and in collaboration and synergy with the ASDA for the integration of tools and methods of social innovation, within the framework of the TIN "KAINOTOMO". The Project is aligned with the Specific Objectives ESO4.1 – Access to Employment, ESO4.4 – Active Ageing / Adaptability, ESO4.11 – Social Cohesion / Social Inclusion, ESO4.12 – Horizontal actions for social inclusion of the Operational Programme Attica of the current Programming Period and is funded by the ESF+. The strategy of the Municipality of Ag. Varvara aims to provide comprehensive and systematic support to the vulnerable groups of the area, through a comprehensive network of interventions that is developed in four interrelated strategic pillars: The first pillar focuses on addressing unemployment and precarious work, with particular emphasis on young people, women and long-term unemployed. The approach is based on the active identification of individuals in inactivity or withdrawal from employment, the drafting of Individual Social Action Plans (ISAPs), psychosocial support, career guidance and the pilot use of innovative mechanisms for matching supply and demand for work at local level. At the same time, it aims to improve the adaptability and resilience of workers to the demands of the green and digital transition, as well as to facilitate their active and safe transition to retirement. The second pillar aims to ensure social cohesion and social inclusion, through the strengthening of the completeness and quality of municipal social care services. It includes actions to empower women who are inactive or underemployed, open care for the elderly and people with chronic illnesses (including the prevention and early diagnosis of dementia), support for People with Disabilities (PWD), psychosocial support for people with mental health problems, comprehensive support for families – children – adolescents, early childhood intervention, prevention of domestic violence and school bullying, as well as prevention of substance abuse. The third pillar relates to horizontal actions to prevent and address social exclusion, which aim to actively promote the social inclusion of individuals at risk of poverty or marginalisation, with particular attention to children and young people. Through creative, sporting and cultural activities, experiential workshops, socialisation groups and volunteering actions, individual empowerment, self-confidence and inclusive participation in local society is sought. The fourth pillar, practically cross-cutting with the previous two, focuses on the provision of socialisation and creativity services for beneficiaries, the strengthening of intermunicipal cooperation and the Municipality's participation in horizontal actions for social innovation. The Action is part of the framework of four Thematic Intermunicipal Networks: “SYMPRATTO” (promotion of employment and skills development), “ENTASSO” (empowerment of women and combating discrimination), “DIEVRYNNO” (adaptability of workers and active ageing) and “FRONTI-ZO” (care for the elderly and vulnerable groups). These Networks, in combination with the horizontal actions for social innovation of the Network “KAINOTOMO”, ensure a common methodology, coordinated referrals and counter-referrals between the Partner Municipalities, interdisciplinary collaborations and continuous improvement of the capacities of field staff. This strategy is fully aligned with the overarching policies at European, national and regional level, and specifically with the Programme “Attica 2021-2027” (Priority 4B, SO ESO4.1, ESO4.4, ESO4.11, ESO4.12) and the AP3 “Western Athens that Cares” of the Western Athens Regional Unit 2021-2027. The selection of the Social Services Departments (SSDs) and Actions is based on the prioritisation of the needs of the local community, as these were highlighted during the consultation and are reflected in the data on social stratification of the ESD ESF+ of the Municipality: high unemployment, significant percentages of single-parent families, existence of pockets of poverty and social segregation, as well as increased needs for care of the elderly and support for PWD. A basic comparative advantage of the Action is the utilisation and strengthening of existing municipal mechanisms of social policy — mainly the Directorate of Social Services and the Community Centre — through the provision of specialised field experts, so that referrals of beneficiaries to the appropriate specialties are effectively implemented. The interventions do not concern the creation of new structures, but the enhancement of the quality and effectiveness of existing services, with an average annual number of approximately 2,000 directly and indirectly beneficiaries of the members of their families.
