The subject of the service is the provision, operation and ongoing maintenance of mobile communications services for secure data transmission for the contracting authority's communication units in metering point operation and in distribution network operation. The services are intended in particular for the connection of intelligent metering systems, communication units in local network stations and further network-related transmission devices. The aim is to achieve highly available, secure and scalable mobile communications for the transmission of metering, control and operating data. The contract includes in particular: • the provision of physical SIM cards and virtual eSIM profiles including activation, management and deactivation, • the provision of mobile data connections based on common mobile communication standards (especially 4G and 5G) in all available mobile networks (National Roaming), • the connection of the mobile communications connections to the contracting authority's IT systems via defined handover points (incl. redundant fixed connection), • the implementation of an IP routing and addressing concept including dedicated APN structures, • the provision of a web-based self-management portal incl. interfaces (API) for managing the SIM cards, • service, support and fault management services including ticket system, reporting, monitoring and defined recovery times, • compliance with high availability, information and IT security and data protection requirements. The mobile communications services are designed for long-term, mass-market operation and take into account increasing roll-out quantities as well as future technical and regulatory requirements.
