The contracting authority wishes to conclude a framework agreement for the supply of digital services, ICT service provision, consultancy, software-related services and software licences for the contracting authority and the organisations authorised to use this framework agreement. The framework agreement aims to provide the beneficiaries with efficient, transparent and market-conform access to a wide and evolving range of ICT services and software licences, with attention to quality, continuity, competition and administrative simplification. The contract includes both recurrent and non-recurrent needs and must allow the beneficiaries to place orders, within the conditions of the framework agreement, that may relate to, among other things: • operational ICT service provision and support; • management, support and continuity of digital environments; • analysis, design, development, configuration, integration, testing, implementation, maintenance and support of business applications; • cloud infrastructure, cloud platforms, integration solutions and DevOps service provision; • information security, cybersecurity, governance, compliance and ICT architecture; • data, analytics, business intelligence and artificial intelligence; • digital workplaces, collaboration, user adoption, training and change management; • provision, extension, optimisation, support and management of software licences, software subscriptions and cloud-related usage rights; • advisory services, knowledge transfer, project support and other performances that directly relate to the subject of the relevant lots. The framework agreement creates a contractual framework within which orders based on the framework agreement can be placed in accordance with the provisions of this specification. The way in which the contractors per lot are appointed and the concrete orders during the term of the framework agreement are placed or awarded differs per lot and will be further determined in the tender documents.
