Business contract for the construction of water supply and wastewater disposal works - Phase II, Design and construction justification: The contracting authority has the necessary, legally binding design documentation for the implementation of the investment based on the construction permit, however, during the preparation of the procurement procedure, it was found that the modification of certain elements of the technical content is justified in order to enable a wider range of economic operators to participate in the procedure, and to ensure the application of more modern, technically equivalent technological solutions. The valid design documentation relates to the establishment of a 4x500 m³ total volume water storage tank, of which 2x500 m³ total volume water storage tank will be implemented in the current investment phase. The contracting authority wishes to provide the opportunity to use technically equivalent, prefabricated reinforced concrete pool structures during the procurement procedure, provided that they meet the relevant technical, strength, waterproofing and operational requirements. In view of the above, it is justified to procure the design and construction tasks together, since the application of alternative technical solutions necessitates a partial review and modification of the existing design documentation, as well as the preparation of detailed design drawings adapted to the technology to be applied. The uniform management of the design and construction tasks ensures that the bidders assume full responsibility for the structural and technological solutions they intend to apply, and that the design and construction processes are implemented in a coordinated, efficient and timely manner. The application of the joint procurement also promotes the broadening of competition, the emergence of innovative and cost-effective technical solutions, as well as the efficient use of public funds.
