France – Urban solid-refuse collection services – Réception, traitement et valorisation du plâtre en provenance des déchèteries et des services de la Métropole de Lyon

The Lyon Métropole is responsible for the collection and treatment of household waste and similar waste (Article L5215-20 of the General Code of Local Authorities) across the 58 communes of its territory, with a population of 1,433,613 inhabitants (source Insee 01/01/2024). In this capacity, it carries out the collection door-to-door or through voluntary drop-off of household waste, the separate collection of dry recyclables (paper and packaging), glass and organic waste. It provides its inhabitants with a network of 19 waste disposal centres to collect waste not covered by traditional collection systems. Additional services, such as mobile waste disposal centres or green waste drop-off points, are also in place. The objectives pursued by the Lyon Métropole in the establishment of waste disposal centres are: - the valorisation of materials derived from household waste, - the reduction of the proportion of waste sent for landfill, - the cleanliness of the territory and the prevention of illegal dumping, - the enhancement of its image. The purpose of this consultation is to ensure the reception and preparation of plaster waste collected, in the waste disposal centres of the Lyon Métropole and by the metropolitan services with a view to their valorisation and/or treatment. The scope of the services includes: - The reception, from Monday to Saturday, of all plaster waste deliveries from the waste disposal centres of the Lyon Métropole and, occasionally, from the metropolitan services, at one or more reception sites, - Possible pre-treatment operations for the separation of the materials delivered and, if necessary, the extraction of unwanted fractions, - The evacuation of plaster deliveries to valorisation channels, - The valorisation or disposal of unwanted fractions, - The transmission of reports on the tonnages of waste received, valorised and treated. - The support of the Lyon Métropole in the experimentation of the separate collection and the treatment of flows containing plaster but not accepted in August 2026 in the plaster bins.
