Description

The subject of the contract is the service “Active protection of non-forest natural habitats of Biebrza meadows in the Ciszewo Protection Zone and active protection of meadows of quaking grass and xerothermic meadows in the Kapice Protection Zone”. 2. The subject of the contract includes the implementation of measures on a total area of 5.50 ha. 3. The areas designated for the implementation of the measures are located in the Podlaskie Voivodeship in the Biebrzański National Park, and the exact location of the works is specified in the Description of the Subject of the Contract (Annex No. 1 to the SWZ) in Section 3 and shown on the maps attached in Section 4 of the aforementioned document. 4. The contract will be financed from the donation agreement concluded between the PGE Foundation with its registered office in Warsaw and the Biebrzański National Park as part of the project entitled “Good energy for wetlands – active nature conservation actions and educational activities supporting sustainable development in the Biebrzański National Park” under the PGE Foundation's programme: Education and Sustainable Development. 5. The implementation of the protective measures specified in the description of the subject of the contract aims primarily to protect nature in the sense of the Act of 16 April 2004 on Nature Conservation (i.e. Journal of Laws of 2026, item 13). 6. The active protection measures, which are the subject of the contract, include mowing with the use of manual equipment of meadows of quaking grass, thermophilous meadows and xerothermic meadows, together with the collection of biomass into stacks or heaps and its removal in accordance with the scope of work described in detail in the Description of the Subject of the Contract in Section 4. 7. The area of the measures may be corrected during the implementation of the task, with an accuracy of up to 1 are, provided that the correction does not exceed 5% of the maximum area of individual parts of the contract. 8. The aim of the planned protective measures is to maintain and protect valuable Natura 2000 natural habitats, such as habitat 6410 Moisture-varying meadows of quaking grass, habitat 6120 Thermophilous inland sand dune meadows (Kolerion glaucae) and habitat 6210 Xerothermic grasslands (Festuco-Brometea), as well as plant and animal species associated with them, including the lesser butterwort - a species from Annex II of the Habitats Directive, the subject of protection of the Natura 2000 area Dolina Biebrzy. 9. The specific objective of the measures is to prevent the succession of woody and shrubby species and to prevent the spread of invasive species that have a negative impact on the vegetation. 10. The contract has been divided into parts: Part I of the contract – includes the implementation of active protection measures in 2026 in area no. 1 with a maximum area of 3.00 ha located in the middle basin of the Biebrzański National Park in the Ciszewo Protection Zone. Part II of the contract – includes the implementation of active protection measures in 2026 in area no. 2 with a maximum area of 2.50 ha located in the middle basin of the Biebrzański National Park in the Kapice Protection Zone. 11. The subject of the contract is described in detail in Annex No. 1 to the SWZ. 12. The Contracting Authority requires that the implementation of the subject of the contract be carried out on the terms and conditions specified in the model contract (Annexes No. 2a – 2f to the SWZ) and the annexes to the contract. 13. The Contracting Authority informs that it does not foresee the need to conduct a local inspection and verification by the Contractor of the documents referred to in Article 131(2) of the Pzp Act. Each Contractor applying for the implementation of the contract may conduct a local inspection in order to familiarise themselves in detail with the subject of the contract. Each Contractor should notify the Contracting Authority of their intention to conduct a local inspection of the area for the implementation of the subject of the contract no later than 2 days before the planned date of the local inspection. In the event that the Contractor does not conduct a local inspection, it is assumed that the Contractor has considered the information on the subject of the contract contained in the SWZ and the annexes to the SWZ to be sufficient. 14. The Contracting Authority requires that the subject of the contract in Part I be implemented from 16 August 2026 to 15 November 2026, and in Part II from 1 September to 15 November 2026. 15. Pursuant to Article 257 of the Public Procurement Act, the Contracting Authority envisages the possibility of invalidating the procedure for awarding the contract if the public funds which it intended to allocate for the financing of the whole or part of the contract are not granted to it.
