Description

The operation and management of the district heating production and supply system (heating plant, pipeline network, heat substations, etc.) of Nyírbátor city, through the establishment of a concession company for a 25-year period. The subject of the concession contract to be procured is the operation, maintenance, repair, procurement of energy carriers, billing, revenue collection, handling of arrears, customer service operation, sending mandatory reports to authorities, and data provision to the e-government system of the district heating system. The Concession Contract shall be concluded by the Inviting Entity with the winning bidder, who shall be referred to as the "Concessionaire" in the Concession Contract. The Concessionaire is obliged to establish the "Concession Company" within 90 days from the signing of the contract. The Concession Company shall, within 30 days from its establishment, apply to the Hungarian Energy and Public Utility Regulatory Office. From the date of obtaining the license (usually January 1st of the year or, in case of a mid-year change, October 1st of the year in question), the Concessionaire shall transfer the rights and obligations arising from the Concession Contract to the Concession Company. The basis for the concession fee (based on information from the MEKH) is the future depreciation of the public utility asset. The expected amount of the concession fee for the next 25 years can be determined based on an examination of the tangible assets of the district heating system public utility (municipal and currently operated by Nyírbátori Városfejlesztő és Működtető Kft. owned equipment).
