Belgium – Bicycles – Raamovereenkomst voor operationele fietsenlease door personeelsleden van het Ziekenhuis Oost-Limburg

The subject of the contract is a framework agreement for the (individual) leasing of bicycles for the staff (contractual/statutory) of the Ziekenhuis Oost-Limburg (ZOL). This agreement aims to appoint a leasing company that offers bicycle leasing to ZOL employees according to the principles of salary sacrifice. The bicycle leasing will be offered within the cafeteria plan used by ZOL. ZOL will use the Acerta FlexPay platform for this purpose. The modalities are further explained in the technical specifications. ZOL aims to carry out a cost-neutral operation for itself, with minimal administrative burden for both its own operations and for the employees who wish to use the bicycle leasing. For this reason, ZOL attaches great importance to the advanced digitalisation and automation of the administrative processing of bicycle leasing. It must also be possible to take over the bicycle individually at the end of the lease period at its real market value. The offer must, inter alia, include, but not be limited to: breakdown assistance, annual maintenance and insurance against theft. The framework agreement is concluded for a period of 48 months (4 years). The term of the individual lease contracts is 36 months (3 years) and may optionally be 48 months (4 years). The contracting authority currently has ongoing leasing agreements that are not the subject of this contract and will therefore not be taken over by the new contractor. These agreements will continue to run until their contractual end date with the current service provider. The contractor must take this into account and will in no way hinder the further implementation of these agreements. The current framework agreement regarding bicycle leasing runs until 10 August 2027. The subject of this contract is the subsequent framework agreement. Although the contract can be awarded and concluded before this date, its implementation will only begin on 11 August 2027, following the end of the current framework agreement.
