Norway – Research and development consultancy services – Competence brokering (FoUI guideline) Oslo

The core of the delivery is FoUI guidance as described below. Oslo municipality also requests an option for other services. The objective of the procurement is to enter into a contract with 4-7 FoUI guides for selected input areas. The FoUI guideline shall strengthen research supported innovation in the region ́s businesses and the municipality ́s own activities. The effort shall strengthen capacity for innovation in business and shall also contribute to strengthening Oslo municipality ́s own capacity for research-supported innovation, in line with the approved strategy for knowledge based development, innovation and digital technology for Oslo municipality (KID). Business orientated efforts will be prioritised, among other things, in accordance with the regional plan for competitiveness and value creation in Oslo and Akershus, which is at a hearing in autumn 2026. Special emphasis will be placed on competence for business, the public sector and research within: · Sustainable restructuring and systems for the green shift. · Public Health, Health and Life Sciences · Digitalisation and artificial intelligence · Stand-by, Security and Civil Protection It is an advantage to refer to in-depth knowledge of industries that are strategically important for Oslo, such as maritime, digitalisation, health, dual-use and circular economy. Artificial intelligence and digitalisation are in the process of taking in all parts of business and society. Knowledge on digitalisation and artificial intelligence is therefore not limited to one priority area, and it will be advantageous to be able to use digitalisation and AI within the individual commitment areas. The R&D guides have the main assignment of mobilising businesses and Oslo ́s own entities for more research-supported R&D. The R&D guides discuss project ideas and possibilities with companies or the public sector and can connect R&D needs with relevant researchers. The FoUI guideline mobilises to regional, national and international schemes, as well as for preliminary projects and the subsidy scheme SmartOslo. New this time is that we want the FoUI guidelines to also be able to contribute to mobilising to EU support schemes for businesses, including EIC.
