The Päijät-Häme well-being region requests tenders for the provision of first-time parent services in accordance with this tender notice and its attachments. The service to be procured is described in more detail in the tender documents, particularly in Annex 1, service description. First-time parent services and substance abuse first-time parent services can be arranged either as a social welfare service or a child protection service in accordance with the Social Welfare Act or the Child Welfare Act. It is an intensive, round-the-clock, planned and goal-oriented social service intended for parents expecting a child and families with infants who need individual and strong support for parenting, managing daily life and ensuring the infant's well-being. The procurement is divided into two (2) sub-areas, which are: Sub-area 1: First-time parent service Sub-area 2: Substance abuse first-time parent service The procurement is divided into parts so that it is possible to submit partial tenders for the procurement as a whole. The tenderer may submit a tender for one or more sub-areas. Each sub-area is evaluated separately. The procurement procedure establishes a framework agreement, in which all service providers meeting the eligibility and minimum requirements for all sub-areas are selected. A separate framework agreement is formed for each sub-area subject to the procurement. Service providers are placed in the order of priority based on the comparison price. Procurements are made from service providers selected for the framework agreement, primarily in accordance with the order of priority formed on the basis of prices in the tender competition. The framework agreements concluded on the basis of the competition do not constitute a binding obligation for the contracting authority, but services are procured on the basis of the service needs of the customer community. The contract period is four (4) years. The expected start date of the contract is 1.1.2027.
