The subject of the interdisciplinary overall service to be awarded is the planning services required for the enhancement of the Luther Memorial Berlin on the Rathaus-Forum in Berlin-Mitte, including services for building and interior design planning §§33ff HOAI 2021 and/or landscape planning §§39ff HOAI 2021, and, if necessary, the inclusion of an artistic service. The contract award is made through a negotiated procedure with a selection stage pursuant to § 17 VgV. As part of this procedure, the contracting authority initially invites an unlimited number of interested parties to submit applications to participate in a selection stage. Up to 5 bidders will be selected through the selection stage and invited to submit an offer. The offer includes a solution proposal (see attachments "Supplements to the Procedure Description" and "Information on the Negotiation") and a fee and cost offer. The solution proposal does not constitute a (preliminary) design planning in the sense of a competition entry, but serves to illustrate the understanding of the planning task, the design approach, and the interdisciplinary working method. The evaluation of the solution proposal is carried out by an expert committee and is part of a first evaluation according to all award criteria, after which a ranking of the bidders is planned (1st stage of the negotiations). Each bidder who submits an offer with a solution proposal according to the scope of services in the 1st stage of the negotiations will receive a lump sum compensation, which will be divided equally from the total amount of 35,700 € (gross) available among all bidders. The compensation will be paid after completion of the award procedure against an appropriate invoice. No further costs will be reimbursed. A 2nd stage of the negotiations is optionally provided for the preparation of a revised offer; the contracting authority reserves the right to award the contract to the first offer.
