Germany – Fire-prevention installation works – asbesthaltige Brandschutzklappen

As a public contracting authority, Berliner Immobilienmanagement GmbH manages over 5,000 properties of the State of Berlin. These include properties belonging to, among others, the General Inventory (e.g. administrative buildings), refugee accommodation, cultural buildings, police and fire brigade facilities, as well as schools and judicial buildings. As part of this management role, there is a regular procurement need for a variety of construction services in the field of fire dampers. As part of the dynamic procurement system, regular tenders for the removal of asbestos-containing fire dampers and the installation of new fire dampers are to be carried out. The aim is to build a pool of bidders through a competition process, which will be available for future tenders. Inclusion in the pool of bidders enables participation in future tenders. In particular, services relating to the following areas are to be covered through dynamic procurement: • Preparation of risk assessment in accordance with the Hazardous Substances Ordinance • Establishment of black and white areas including personnel and material locks, if necessary • Sealing off work areas and setting up necessary dust protection and negative pressure maintenance measures • Provision and use of the necessary personal protective equipment (PPE) • Professional dismantling, packaging, transport and disposal of asbestos-containing components • Cleaning of work areas including fine cleaning and visual inspection after completion of work • Submission of the required disposal and proof documents in accordance with the applicable waste management regulations • Release or clearance measurement of the work areas, if this is part of the scope of services • Trade-crossing execution and coordination: ventilation technology, electrical engineering, measurement and control technology, masonry work, plastering work, painting work. After completion of the work, the work areas are to be handed over cleaned and in good condition. The service also includes the complete documentation of the work carried out, including test, disposal and installation certificates. There is a possibility that work on listed buildings may also be required. For certain contracts (in particular with regard to the Police, Fire Brigade or Judicial Buildings portfolio), a security and/or reliability check of the personnel used may be necessary.
