Västerås Municipality invites tenders in stage 2 for the procurement of a comprehensive procurement tool with an associated contract database, where the supplier has overall responsibility for delivery. Overall responsibility includes, among other things:

Providing the service, including the necessary right to use.

Introduction of the service.

Adaptations, updates, and new versions of the service.

Migration (if possible, ongoing procurements) and contracts from the current system.

Configuration and parameter setting of the procurement tool and AI.

Integration with spend management tool, diary system, financial system, and ordering system (currently Expendio, Ciceron, Raindance, and Visma Proceedo).

Support and maintenance of the service.

Training in Swedish.

Documentation in Swedish.

Statistics.

Consultancy services.

Dismantling and handover.

The service shall be delivered in a similar way to a municipal license, i.e. the cost of the Service shall be independent of the number of users. The estimated number of licenses is approximately 50 for contract controllers, administrators, and procurement officers (i.e. power users), and around 100 external users who search for contract information in the contract database.
