France – Site preparation work – Réalisation des travaux préparatoires à l’extension d’une installation nucléaire existante

The CEA plans to construct an extension building on an existing facility at the Valduc site. To ensure the perfect preparation of the chosen location, the CEA wishes, through the contract subject of this notice, to carry out the preparatory works necessary for the development of the construction zone. These works correspond to the following services: - The preparation of the construction site; - The removal and diversion of existing networks in the area; - The redevelopment of the embankment located on the building adjacent to the future building, including the removal of existing structures; - The creation of the platform for the future building and the future life bases for the work phase; - The evacuation of excess excavation materials on site; - The supply of all necessary networks (including Waste Water, Industrial Water, Drinking Water, Infrastructure for High and Low Industrial Power Currents). The works of the present Contract correspond to the preparatory works prior to the construction of an extension of an existing Building. These works include, as a firm: • The installation site of the Contractor, including site signage, • The implementation of the elements ensuring the delimitation of the future construction site which includes: o The installation of the limitations of the future works o The installation of fences and protective barriers o The creation of the platform and the constraints associated with the future guard post, including dry and wet networks • The removal and/or diversion of dry and wet networks (including EP, EI, AEP, CFO, CFI,) • The redevelopment of the embankment of the existing building with the associated constraints including in particular: o The removal of the embankment (approximately 7500m3) o The removal of existing reinforced concrete structures (retaining structures and external gallery) o The creation of new reinforced concrete retaining structures for the roof embankment over approximately 50ml o The cladding of the outer wall of the existing building, including all constraints (approximately 60m x 12m) • The preparation of the platform for the future extension (approximately 1500 m3 of excavation) (depth of approximately 1m) • The preparation of the life base area for an approximate surface area of 1300m² • The evacuation of excavation materials (deposit area on site at 1.5 km one way) • The installation of electrical networks, posts and equipment for the future site from the existing building (1 general distribution cabinet for the site feeding the life bases, the cranes and the site cabinets) • The installation of dry and wet network connections for the future life bases of the site • The removal and evacuation of the existing HT/BT electrical substation and present on the site as well as the associated structures, including electrical connections • A geotechnical follow-up of type mission G3 • The installation of streetlights on wooden poles with loudspeakers (approximately a dozen) • The establishment of all the documents necessary for the proper execution of the works (execution studies, site organisation documents...) mentioned above • The implementation of the controls and tests to be carried out for the posts mentioned above • The file of the works carried out The optional services to be carried out under the contract are described below. The services provided in the BPU will in particular concern the following areas: • The diversion of a truck of excavation earth through the entrance of the Valduc centre for radiological control (distance 6km one way) • The evacuation on the site of the excess excavation materials • A one-day site stoppage • A one-week working week site stoppage NOTA 1: this list of services provided in the BPU is not exhaustive. NOTA 2: The volumes specified above correspond to quantities estimated by the CEA. They do not constitute a commitment from the CEA. The optional services of the contract are as follows: • The expansion of the stormwater basin (maximum 130m3) • Supply of life bases from a future HT BT post (outside the perimeter of this contract) (approximately 200ml) The services take place at the CEA/DAM VALDUC Centre in a Protected Zone with access and operating constraints.
