Denmark – Consultative engineering and construction services – Bornholms El-Produktion A/S' udbud af bygherrerådgivning i forbindelse med etablering af et nyt motorbaseret anlæg til reserveforsyning på mindst 45 MWe

Bornholms El-Produktion A/S (hereafter "Contracting Authority") is procuring a framework agreement for the supply of consultancy services to the Contracting Authority in connection with the establishment of a new motor-based plant of at least 45 MWe to replace an aging existing diesel generator plant (20 MWe) and a thermal block plant (25 MWe) with a view to producing reserve electricity supply and other services to the electricity market. The project therefore concerns the establishment of a completely new power plant block including generator set and all necessary auxiliary systems as well as full integration of the same in the existing technical infrastructure and grid connection, using existing rights. It is this project that the consultancy service in the present tender relates to. The core delivery of the plant is to be able to energise and re-establish the Bornholm electricity grid from a dead grid (black-start), including first being able to establish self-supply to the plant and supply the plant's local grid, as well as deliver stable and robust reserve supply in the event of planned or unplanned outages of the connection to the overlying transmission grid. The plant should also be able to be used commercially for the delivery of system services and other relevant services to the electricity market. During the preparation of the tender, it has been assessed that the purchase of several large, slow-speed dual-fuel engines best meets the Contracting Authority's needs. It is therefore expected that the plant will be established with large, slow-speed dual-fuel engines, but as part of the consultancy service, this expectation must be qualified. The project is expected to be completed as a turnkey project with an expected commissioning date of 1 January 2030. The tender is carried out on behalf of all current and future units in the Bornholms Energi og Forsyning Holding A/S group, including all subsidiaries and project-specific companies (SPVs). In this context, the Contracting Authority reserves the right to transfer the contract to any other unit (existing unit or SPV) in the Bornholms Energi og Forsyning Holding A/S group at any given time (before or after the contract is signed). The tender is not divided into sub-contracts, as it is decisive for the project that the Contracting Authority has one overall consultant who, during the project period, gains in-depth knowledge of the project.
