The subject of the contract is the general planning for the expansion and renovation of the fire and rescue station in Haan. The fire and rescue station in Haan, located at Nordstraße 25, is the main site of the volunteer fire department in Haan with full-time forces and the rescue service. The fire and rescue station is connected to the control centre of the Kreis Mettmann. The fire and rescue station in Haan is to be expanded to create sufficient changing and rest rooms, as well as stay areas and additional office space, according to the fire protection and rescue service needs plan. Furthermore, renovation measures on the 2nd floor are to be carried out to adapt the needs in the existing building. The tendering procedure is to find a planning office that, as a general planner, will provide the following services from LP 1 to 9: - Services according to § 34 HOAI for the design of buildings and interior spaces - Services according to § 51 HOAI for structural design - Services according to § 55 HOAI for technical equipment of plant groups 1-8 - Services according to § 39 ff. HOAI for the design of outdoor facilities - Services according to HOAI Appendix 1.2 Building Physics (thermal insulation and energy balancing, building acoustics, room acoustics) - Services according to AHO brochure No. 17 – building regulations fire protection - SiGeKO services according to AHO brochure 15, services according to the Construction Site Ordinance, 3rd edition, as of October 2022. The general planner is initially to determine the specific need for renovation and new construction measures in cooperation with the building owners in the first step, as part of a feasibility study and cost-benefit analysis, and to develop conceptual variants for the task solution in coordination with the fire department and building management. The variant to be decided by the council is then to be used as a further basis for the planning. It is intended to award the services in stages. There is no legal entitlement to the transfer of all services. At present, it is intended to award the general planner with the feasibility study and cost-benefit analysis as well as the performance phases 1 to 9 in stages.
