Belgium – IT services: consulting, software development, Internet and support – MARCHÉ PUBLIC DE SERVICES - REGISTRE BRUXELLOIS DES DROITS DE STATIONNEMENT
Description
The project aims to secure existing operations while providing the Agency with additional levers in terms of control, flexibility, and adaptability. In this context, the following objectives are pursued:
• Ensure service continuity by guaranteeing a transition to the new solution without interruption or degradation of services, for both users and operational teams. The processes for delivering and controlling rights and the reporting process must remain fully operational at all times.
• Cover the entire existing functional scope through the takeover of all current functionalities. This includes the management of short-term rights, parking cards (municipal and regional), visitor codes (vouchers), as well as integrations with the various delivery channels (pay stations, mobile applications, SMS).
• Strengthen control and the exploitability of data by providing the agency with direct, structured, and permanent access to its data, in order to ensure its analysis, management, and future developments in full autonomy, notably through its own Data Warehouse (DWH) and reporting.
• Increase the autonomy of business teams in terms of autonomous adaptation of management rules and pricing policies, without systematic dependence on technical interventions.
• Support the evolution of the scope in the medium and long term through a solution capable of accompanying the progressive extension of activities and ensuring the integration of new municipalities, without calling into question the target architecture.
• Support the regulatory compliance of parking.brussels, as an important NIS2 entity.
• Ensure the integration of the security measures, issued by parking.brussels, necessary for legal, regulatory, and contractual compliance (GDPR, NIS2, Data Act, …). This compliance ensures a rigorous consideration of the applicable obligations (notably in terms of data protection), as well as a high level of traceability, access control, and treatment security.
• Improve the user experience through simplified and more readable pathways for users, notably via the e-guichet, as well as tools facilitating the processing of requests, reducing errors, and operational efficiency.
