Description

This contract concerns the establishment of a framework agreement for the implementation of Level 2 checks on high-voltage/low-voltage (HTBT) electrical substations as part of the national OMEGA program, led by SNCF Immobilier. The purpose of this framework agreement is to support the Establishment Directors of the SA Voyageurs to ensure the regulatory compliance of electrical installations (Labour Code, Articles R4544-1 to R4544-11, and standards NFC 18-510, NFC 15-100, NFC 13-200), to improve the robustness of the electrical supply to ensure the continuity of passenger services, and to assess the quality of maintenance operations and Level 1 checks. The services to be provided under this framework include:

- In-depth technical checks of the HTBT substations, covering documentary analysis (technical files, verification reports, diagrams, operating instructions), site visits (HTA/BT equipment, protection devices, earthing diagrams, building aspects), and assessment of compliance with applicable standards,

- Overall assessment of each substation, integrating technical aspects, age, safety, compliance, robustness, capacity/needs adequacy, and building conditions,

- Analysis of maintenance processes and Level 1 checks, with identification of areas for improvement,

- Development of multi-year action plans for modernisation, compliance, and adaptation of installations to operational needs, including budgetary programming.

These services aim to:

- Ensure the compliance of electrical installations with applicable regulations and standards, and provide proof to the controlling bodies (prefectures, labour inspection, etc.),

- Strengthen the safety of employees, contractors, and third parties by preventing electrical risks,

- Guarantee the robustness of the electrical supply to maintain passenger service continuity,

- Provide a complete and prioritised overview of the installations, enabling effective management of corrective and preventive actions,

- Optimise maintenance and investments through multi-year work programming, offering clear budget visibility.

The scope concerns at least 231 identified HTBT substations, distributed throughout the national territory. Duration of the framework agreement: 3 firm years, renewable 2 times 1 year.
