France – Construction work – MARCHE IBS-B : Marché d'études d'exécution, de travaux de CVC, Ventilation Nucléaire et fluides et d’aménagement de locaux ISO6 pour la construction d’un bâtiment technique nucléaire sur le site du DAM CESTA au Barp (33).
Description
The contract referred to above is part of the project to build the Support Building for the Experimental Hall (BSHE) of the LMJ. The BSHE is a maintenance and operational readiness facility for the equipment in the LMJ's experimental hall, characterized by: • A footprint of approx. 5 000 m2; • A total surface area of approx. 7 500 m2; • Approx. 100 rooms distributed over two levels (N0 and N+1); • Reinforced concrete building: 3 functional blocks and 6 structural blocks; • Pile foundations; • Concrete volume of around 9 000 m3; • Nuclear ventilation type IIA (flow 70 000 m3/h); • Clean rooms (ISO6) with recirculators or FFU (200 000 m3/h); • Heating thermal power 0,8 MWth; • Cumulative cooling power 1,8 MWth; • Terminal air treatment units > 50 u; • Compressed air > 104 Nm3/h; • Installed electrical power of around 1 200 kVA; • 1 discharge outlet. NOTA: The volumes specified above are estimated quantities by the CEA. They do not constitute a commitment by the CEA. The trades required for the construction of the facility are grouped into 3 separate contracts. Contract IBS-B, the subject of this notice, covers: • Nuclear ventilation; • Cleanliness ventilation (Clean Room); • Conventional ventilation; • Hot Water / Chilled Water / Steam; • Compressed air; • Potable Water / Softened / Deionized Water Network; • Doubtful / Process / Industrial Effluents; • Dry Columns; • All-trades fitting out of ISO 6 rooms (partitioning, electricity, lighting,..). The operational readiness of the LMJ's experimental hall equipment is partly ensured in clean room-type rooms of ISO6 level with high humidity and temperature control requirements. The building is designed to take into account the risk of radioactive contamination of the equipment to be maintained. Contract IBS-A covers roads and various networks, civil engineering and handling equipment and site management. Contract IBS-C covers electricity, high currents, low currents, sensitive industrial low currents and radioprotection instrumentation. The expected services include, for the technical scope described above: • Execution, manufacturing, assembly, control and testing studies, • Procurement, factory production, associated tests and qualifications, • On-site assembly and integration, as well as associated tests and qualifications, • OPR, DOE and work acceptance. The technical scope of contract IBS-B includes, in particular: • Participation in the synthesis of all-trades execution studies with other contracts; • Participation in the technical interface management with other scopes and contracts; • Participation in the overall tests of the facility; • Real-time monitoring of the technical requirements and safety requirements imposed by the specifications; • Nuclear ventilation type IIA; • Cleanliness ventilation (Clean Room) ISO6, ISO7 and equivalent ISO8 in delimited zone; • Air showers; • Conventional ventilation; • Hot Water / Chilled Water / Steam for regulating humidity and temperatures in rooms; • Compressed air compatible with clean rooms; • Potable Water / Softened / Deionized Water Network; • Doubtful / Process / Industrial Effluents in delimited and non-delimited zone; • Dry Columns; • All-trades fitting out of ISO6 rooms (partitioning, electricity, lighting,..). • Sectorization and compartmentalization in delimited and non-delimited zone. The work is carried out, for the most part, on the BSHE site (Building and Civil Engineering Site - externalized) under the provisions of Article R 4532.1 of the Labour Code, with the exception of the construction of the LMJ link airlock, the connection of networks (dry and fluids) to the LMJ and the commissioning tests of the facility carried out under the authority of the installation manager. The activities are carried out taking into account the co-activity constraints inherent in the chosen allotment. The firm and conditional services to be carried out under the contract include: • Manufacturing, assembly, control and testing studies, - Firm Section (TF) • Procurement, factory production, associated tests and qualifications - Conditional Section (TC1) • On-site assembly and integration, as well as associated tests and qualifications, - Conditional Section (TC2) • OPR, DOE and work acceptance. - Conditional Section (TC3). The optional "technical" services to be carried out under the contract are described below. • Operation/maintenance (1 to 2 years) • On-call during construction phase • Metal staircase and walkway for operating personnel • Partitioning by contract A • Reset of VN network settings • Reset of cleanliness SCF network settings • Reset of MCO optical network settings • Reset of optomechanical cleanliness network settings • Modelling of the nuclear ventilation system with the SYLVIA software • Terminal air treatment units to EG of waste rooms • Plate for restoring tightness for ventilation testing of SCF room (tight closure between Antichamber SCF and MCO SCF rooms) • Energy recovery for CTA preheating. Specific technical and organizational options may be detailed in the contract project, when submitting the consultation files. Additional services are planned in the BPU or on quotation.
