Poland – Refuse and waste related services – Odbiór i transport odpadów komunalnych z nieruchomości zamieszkałych na terenie gminy Połczyn-Zdrój w latach 2027-2028

1. Type of contract: service. 2. The subject of the contract is the provision of a service for the collection of municipal waste from properties located in the area of Połczyn-Zdrój Municipality from 1 January 2027 to 31 December 2028 and the transport of this waste to the Municipal Installation in Wardyń Górny for the Eastern Region (managed by Międzygminne Przedsiębiorstwo Gospodarki Odpadami Sp. z o.o., Wardyń Górny 35, 78-320 Połczyn-Zdrój), in accordance with Resolution No. XVII/167/2012 of the Połczyn-Zdrój Town Council of 25 January 2012 on the delegation to the company Międzygminne Przedsiębiorstwo Gospodarki Odpadami Sp. z o.o. with its registered office in Wardyń Górny of the Municipality's own tasks in the field of municipal waste management and expressing consent to the conclusion by the Municipality of a performance contract, amended by Resolution No. LV/529/2018 of 19.09.2018. 3. The scope of the contract includes: 3.1. collection of mixed municipal waste and waste collected selectively from owners of properties located in the area of Połczyn-Zdrój Municipality, 3.2. transport and delivery of mixed municipal waste and bio-waste to the Municipal Installation in Wardyń Górny, 3.3. delivery of the remaining municipal waste collected and collected selectively to the Municipal Installation in Wardyń Górny, in accordance with the waste hierarchy referred to in Article 17 of the Act of 14 December 2012 on waste (Journal of Laws of 2023, item 1587, as amended), 3.4. collection of bulky waste, used electrical and electronic equipment and used tyres from vehicles weighing up to 3.5 t once a quarter from inhabited properties. From the residential estates indicated by the Contracting Authority in the attachment to the SWZ Description of the subject of the contract once a month, 3.5. collection of expired medicines from containers placed in pharmacies and used batteries and accumulators collected in containers placed in public utility buildings and transport to the Municipal Installation in Wardyń Górny. The contractor provides the containers for the above collections, 3.6. equipping inhabited properties with containers for mixed municipal waste and containers and/or bags for collecting waste collected selectively with a division into fractions: • glass, • paper, • bio-waste, • metals and plastics. 3.7. municipal waste collected from inhabited properties as well as collected expired medicines and also used batteries and accumulators should be delivered to the Municipal Installation in Wardyń Górny, in accordance with the proximity principle referred to in Article 20(1) and (2) of the Act of 14 December 2012 on waste (Journal of Laws of 2023, item 1587, as amended), 3.8. collection of municipal waste takes place from all containers (including private ones belonging to property owners or leased by them (regardless of the entity being the lessee and their colour) as well as from bags, 3.9. obligation to act in a way that ensures the achievement of statutory recycling and recovery levels and the limitation of the mass of biodegradable municipal waste directed to landfill by collecting these wastes only from properties not having a composting facility, 3.10. obligation to implement tasks of ecological education.
