Description

Sansia Oy is establishing a dynamic procurement system through which ICT services are procured on a customer-by-customer basis. All of Sansia's owner-customers can use this dynamic procurement system (up-to-date list https://www.sansia.fi/yritys/omistajat.html). This is a call for participation in the procurement. Through the DPS system, ICT services can currently be procured for nine (9) different sub-areas, which are described in more detail in the section "Additional information on the procurement or part" (An individual tender can cover all sub-areas or part of them): 1. Web services 2. Capacity and cloud services 3. Server environment management and monitoring services 4. Workstation and user services 5. Information security and data protection services 6. Expert services 7. Software and application services 8. Data, analytics and artificial intelligence services 9. Other basic IT services. In addition, Sansia Oy reserves the right to procure ICT services through the system for other services than those mentioned above and for targets described in more detail in the section "Additional information on the procurement or part". Part 10 of the procurement is reserved for possible expansions of ICT services as the ICT service market develops during the validity period of the dynamic procurement system. Interested parties can apply to become a supplier for the entire validity period of the system by submitting an application for participation. A candidate can submit an application for participation in the system, even if not all of the above-mentioned sub-areas are included in the candidate's service portfolio. If necessary, a candidate or a candidate already selected as a supplier can reapply to the procurement system for the entire validity period of the system by submitting a new application for participation. This may be necessary, for example, in a situation where the candidate's or supplier's service portfolio has been expanded in a manner that meets the requirements of the procurement target. Applying to the system does not mean direct participation in the procurements. Candidates are accepted as suppliers on a sub-area basis. Only suppliers accepted to the procurement system and sub-area have the right to submit bids for the sub-area in the procurement phase. Contract-specific requirements, descriptions and other documents are available to suppliers accepted to the dynamic system at the opening moment of the procurement-specific tender. No bids can be submitted for existing contracts, i.e. already tendered procurements, until the tender is reopened. The services to be tendered, the minimum requirements set for the services, other minimum requirements related to the procurement target, other conditions and the contracting authorities participating in the procurement are always defined separately according to the current need in each internal call for tenders in the procurement system. The dynamic procurement system ends on 31.12.2036.
