Denmark – Guard services – Statens Facility Management - Vagt og sikkerhed 2026

Facility management tasks are for a large part of the Danish state collected at Bygningsstyrelsen. The tasks have been procured in several rounds, where the daily deliveries within Facility Management (FM) are handled by external suppliers. The current procurement concerns the procurement of Statens Facility Management in the form of the service area Guarding & Security. Bidders are made aware that there has been a postponed start of the services for a number of the included locations. Therefore, the estimated value of the procurement is between 6 and 10 million annually for the first 12 months of the contract period, after which the estimated value is between 20 and 35 million DKK annually for the remaining contract period. The procurement includes the following services under Guarding and Security: 1) Static Guarding 2) Mobile Patrol 3) Alarm Response. The procurement covers approximately 100 institutions distributed across approximately 242 locations of varying sizes. The locations are geographically placed in and around the capital region and throughout the country. Not all sub-services are performed at all institutions; this depends, among other things, on the nature, size, and security considerations of the institution in question. Bygningsstyrelsen wishes to ensure that the deliveries can be continuously adapted to the specific needs of the institutions and therefore has a strong focus on a scalable contract, which, for example, can cover the move-in of new buildings and the move-out of others. In addition, Bygningsstyrelsen wants a supplier who continuously has a sustained focus on delivery quality and ensures a high level of security in the state. The task solution must be continuously supported digitally with a view to optimizing business processes as well as ensuring good customer service. Bygningsstyrelsen provides a standard FM system with an associated service portal for system support of the agreement. A number of employees covered by the Business Transfer Act will transfer to the winning supplier at the start of operations. Contract conclusion is expected to be made on 1 February 2026 with a preparation period until the start of operations on 1 October 2026. There will be a phased and staggered implementation of the agreement, where the first approximately 150 locations will have a start of operations on 1 October 2026 (Phase 1) and the remaining approximately 70 locations will have a start of operations on 1 October 2027 (Phase 2). The procurement is carried out as a restricted procurement with pre-qualification of 5 applicants. The estimated value constitutes an estimate of the expected contract sum for the full term of the contract incl. extension option. The estimate as well as the Buyer's expectations for future consumption are based on historical consumption. The mentioned contract sum also includes the users' direct payment to the supplier in the form of additional purchases. Furthermore, reference is made to the procurement material in its entirety.
