Bulgaria – Snow-clearing services – „Зимно поддържане на уличната пътна мрежа, тротоарни настилки, тротоарни площи, пешеходни зони на територията на Община Ямбол“

The subject of the public procurement is "Winter Maintenance of the Road Network, Pavements, Pedestrian Areas, and Pedestrian Zones in the Municipality of Yambol." The public procurement covers a set of activities aimed at ensuring normal passability and safe conditions for motor vehicle traffic and pedestrians during the winter period. Special attention is paid to sections with heavy traffic, a significant longitudinal slope, and an increased risk of icing. The main activities include mechanical cleaning of road surfaces from snow and ice, anti-icing treatment by spraying a mixture of sand and salt, manual and mechanical cleaning of pavements, pedestrian areas, bus stops, and other public places, treatment with sand and anti-icing materials, loading and removal of snow and ice, as well as ensuring operational standby of the necessary equipment and personnel. The activities are carried out with priority servicing of bus transport routes and main transport directions, in accordance with the Technical Specification. The execution period is 24 months from the date of contract signature or until the maximum value is reached, whichever occurs first. The operational standby is carried out annually from 15 November to 15 March inclusive. The estimated value of the public procurement is 332 339,00 EUR excluding VAT for the entire two-year period and represents the maximum financial resource for the execution of the contract. The assignment and payment of activities are carried out based on the nine unit prices proposed by the selected contractor, in accordance with the actually performed and accepted quantities. The unit prices include all costs for execution. Their numerical sum has an informative character and does not represent a total price for the procurement. The operational standby is paid for actually provided and accepted days, with days of operational work on snow removal not being counted as standby. The public procurement is awarded based on the criterion of "optimal quality/price ratio" according to Article 70, Paragraph 2, Item 3 of the Public Procurement Act, with the indicators "Proposed Unit Prices" – 60 points and "Response Time" – 40 points. The performance guarantee is 2% of the maximum contract value excluding VAT, or 6 646,78 EUR. The full scope of activities, technical requirements, and the contractor's obligations are defined in the Technical Specification and the Contract Project, an integral part of the public procurement documentation. The financing will be secured from the budget of the Municipality of Yambol.
