Bulgaria – Telecommunications facilities – Разширяване на обхвата на Системата за ранно предупреждение и оповестяване на населението на областно ниво (NUTS 3) за територията на страната

Stage 1 - Conceptual technical solution and design; Stage 2 – Delivery, installation, testing and commissioning of the Early Warning and Public Alert System (EWPAS) for the population at NUTS 3 level in the territory of 16 regional cities; Stage 3 - Achieving operational readiness of the Regional Control Centre (RCC) Sofia and transition to TETRA radio communication between the RCC and the end acoustic devices (EAD) in the territory of the city - 349 EADs; Stage 4 - Delivery, installation, testing and commissioning of the EWPAS for the population in the territory of Sofia Province in 22 municipal centres, Blagoevgrad Province in 13 municipal centres, Kyustendil Province in 8 municipal centres, Kardzhali Province in 2 municipal centres, Montana Province in 4 municipal centres, Pazardzhik Province in 2 municipal centres, Pleven Province in 2 municipal centres, Plovdiv Province in 4 municipal centres, Stara Zagora Province in 4 municipal centres, and integration of all newly built systems (EWPAS) with the National System for Early Warning and Public Alert (NSEWPAS), and training; Stage 5 - Optimisation of the EWPAS for the population in the already built 11 regional cities; Stage 6 - Warranty support.

With the present procedure, a public contract is awarded with the subject: „Expansion of the scope of the Early Warning and Public Alert System (EWPAS) at the regional level (NUTS 3) for the territory of the country“ with an estimated value of 29,398,046.10 euro without VAT. The award is for separate position 1 of a public contract with the subject: „Expansion of the scope of the Early Warning and Public Alert System (EWPAS) at the regional level (NUTS 3) for the territory of the country“ with three separate positions with a total estimated value of 29,422,639.80 euro without VAT, following the termination of the award for separate position 1 of a public contract with UPN 05401-2024-0017 due to the entry into force of decision No. 5532/28.05.2025 of the Supreme Administrative Court.

Separate position 1 with the subject: „Expansion of the scope of the Early Warning and Public Alert System (EWPAS) at the regional level (NUTS 3) for the territory of the country“, with an estimated value of 29,398,046.10 euro without VAT is awarded through an open procedure under the conditions of Art. 21, para. 6 of the Public Procurement Act (PPA).

Separate position 2 with the subject: „Current repair of a room for a training classroom in the building of the Directorate General for Protection of the Population and Fire Safety (GDPBZN) – MIA, located at address Nikola Gabrovski Str. 30, Sofia“ with an estimated value of 2,663.92 euro without VAT, and separate position 3 with the subject: „Delivery of equipment for a soundproofed room/cabinet/classroom for training to work with the NSEWPAS“ with an estimated value of 21,929.78 euro without VAT will be awarded in accordance with the procedure valid for the individual estimated value of each of them - Art. 20, para. 4 of the PPA, as:

- the value of separate position 2 of 2,663.92 euro without VAT does not exceed 511,291.88 euro for construction;

- the value of separate position 3 of 21,929.78 euro without VAT does not exceed 79,998.77 euro for supplies;

- the total estimated value of separate positions 2 and 3 of 24,593.70 euro without VAT does not exceed the value of 5,884,527.96 euro without VAT, representing 20 per cent of the total estimated value of the contract - 29,422,639.80 euro without VAT.
