Germany – Technical inspection and testing services – Überprüfung ortsveränderlicher elektrischer Betriebsmittel an Potsdamer Schulen und Einrichtungen
Description
1. General The state capital of Potsdam intends to conclude a contract for the inspection of portable electrical equipment according to DGUV V4 for 27 municipal educational institutions. If the offered service does not meet the technical requirements stated in the specification, the bidder must, in their offer, prove to the contracting authority (AG) with suitable means that the solution proposed by the bidder meets these technical requirements to the same extent. 2. Quantity The inspection of portable electrical equipment at 27 educational institutions. The quantity of portable devices to be inspected is estimated at approximately 35,000 devices per year. The aforementioned quantities of portable devices to be inspected are estimates by the contracting authority. These are based on the experience of previous years and serve as a guide for the contractor (AN). Based on the experience of previous years, it is assumed that approximately 10-20 percent of the devices to be inspected will require minor repairs. This estimated quantity also includes multiple repairs. 3. Offer price and remuneration The offered unit price is a fixed price that applies for the entire term of the contract. The unit price per device includes all the following described (partial) services. These include in particular: - Inspection according to DIN EN 50699 (VDE 0702) - if necessary, minor repairs including the required material - required inspection after minor repair according to DIN EN 50678 (VDE 0701) The remuneration is based on the number of devices actually inspected once a year and proven. 4. Scope of services a) Content of the inspection Inspection of all portable electrical equipment available at the time of inspection, including connecting leads and connections of all protection classes in 27 schools/institutions (see Annex 1 to the specification - list of schools). The inspection is to be carried out according to DIN EN 50699 (VDE 0702) (or equivalent) in the respective valid version. The scope of the inspection includes in particular: Visual inspection with the following contents: - Damage to housings - Defects in connecting leads - Defects in the bending protection or strain relief of the connecting leads - Signs of overload, misuse or unauthorised interference and modifications - Proper condition of covers - Safety-impairing contamination and corrosion - Presence and condition of required air filters and cooling openings - Unimpaired legibility of safety-related markings Measurement process with the following contents: - Testing of resistance or continuity of the protective conductor - Proof of insulation resistance (according to the protection class with closed switches) - Measurement of the leakage current - Measurement of the protective conductor or differential current and the touch current - Checking the limit values for protective extra-low voltage Performance and documentation of a functional test: - Affixing of an "E-Check" test label with indication of the next test date (date of the repeat test). Test intervals according to risk assessment in accordance with GUV-I 8524 - Preparation of a test report and logging of the individual measurement results - Logging and segregation of electrical equipment with technical defects Labels are to be provided by the AN and permanently affixed to the equipment. The costs for the labels are to be included in the offer price. If it is not possible to sensibly affix the test label to the equipment, the AN must choose a suitable marking (e.g. cable marker, cable tie with label field, etc.). Minor repairs As part of the inspection, the contractor is to carry out the following minor repairs: - Crimping or renewing ferrule ends, - Retightening or repairing strain reliefs, - Work on connecting leads and protective conductors, - Replacing Schuko plugs and/or couplings. The material required for this must be provided by the contractor and included in the offer price. Schuko plugs and couplings must comply with the relevant product standards of the DIN-VDE-0620 series (or equivalent) in the respective valid version. Other repairs not listed above and disposal are not part of the contract. Inspection after minor repairs After a minor repair, an inspection according to DIN EN 50678 (VDE 0701) (or equivalent) must be carried out before re-commissioning, provided the minor repair affects electrical protective measures or can influence their effectiveness. This applies in particular to work on connecting leads, plugs, couplings, protective conductors, ferrule ends and strain reliefs. For each inspection after minor repair, at least the device/inventory number, type and date of the minor repair, scope of the test, relevant measured values, test result, test equipment and person performing the test must be documented. The repaired device may only be put back into operation after a successful test. Devices that have not passed the test must be marked with a large red label (lockout label) on the plug to indicate that this device is no longer safe to operate. The red labels must be provided by the AN and included in the offer price accordingly. The defective devices are to be handed over to the caretaker. Further description of the scope of services (test protocol, implementation period and test interval as well as test personnel to be used) under "Description of the Procurement".
