Poland – Solar energy – Dostawa i montaż instalacji OZE dla mieszkańców oraz Budynków Użyteczności Publicznej dla Gminy i Miasta Odolanów

The subject of the order is the supply and installation of Renewable Energy Sources (photovoltaic panels with energy storage) in individual households and public utility buildings in the Municipality and City of Odolanów as part of the investment task entitled "Investment actions in the field of building the infrastructure of the Energy Cluster of the Municipalities of Odolanów, Przygodzice, Sulmierzyce". The task is carried out in the "design and build" formula, on the properties of the residents of the Municipality and City of Odolanów and Public Utility Buildings, within the framework of the contract no. KPOD.03.12-IP.05-0022/24, the undertaking entitled "Investment actions in the field of building the infrastructure of the Energy Cluster of the Municipalities of Odolanów, Przygodzice, Sulmierzyce" co-financed within the framework of Investment B2.2.2/G1.1.2 of the National Reconstruction and Resilience Plan (KPO): RES installations carried out by energy communities, Part B: investment support for energy communities. 5.1. 1. The task has been divided into four parts. 1) First part: Supply and installation of photovoltaic panels and energy storage for SUBDIVISION 1 – ODOLANÓW. 2) Second part: Supply and installation of photovoltaic panels and energy storage for SUBDIVISION 2 – BONIKÓW, GARKI, HUTA, NADSTAWKI, RACZYCE, ŚWIECA, UCIECHÓW, 3) Third part: Supply and installation of photovoltaic panels and energy storage for SUBDIVISION 3 – BABY, GLIŚNICA, GORZYCE MAŁE, KUROCH, KACZORY, NABYSZYCE, TARCHAŁY MAŁE, TARCHAŁY WIELKIE, WIERZBNO. 4) Fourth part: Supply and installation of photovoltaic panels and energy storage for Public Utility Buildings of the Municipality and City of Odolanów. 2. Information on the power and quantity of photovoltaic installations and the capacities and quantities of energy storage in the individual parts of the order is indicated in Annex no. 11 to the SWZ. The information provided in this annex results from the application for co-financing and the declarations of the residents regarding their participation in the project, and therefore may change during the proceedings or the execution of the contract. The Contracting Authority reserves the right to make corrections that may increase or decrease the scope. The Contracting Authority guarantees the implementation of the basic scope of the given part of the order at a level not lower than 90% of the total power of the photovoltaic installations and 90% of the total capacity of the energy storage specified for this part of the order in the SWZ. The Contracting Authority's use of the option to reduce the material scope of the order may not result in a reduction of the total power of the photovoltaic installations or the total capacity of the energy storage intended for implementation below the above-mentioned level of 90% of the basic scope. This means that the maximum reduction in the scope of the order within the framework of the option may be no more than 10% of the total power of the photovoltaic installations and no more than 10% of the total capacity of the energy storage specified for the basic scope of the given part of the order. The remuneration of the Contractor in the event of a reduction in the scope of the order will be appropriately reduced on the basis of the unit prices indicated in the Contractor's offer. 3. The description applies to all parts: The scope of work for all parts of the order includes the preparation of construction and execution projects (for each construction object a project) together with all the legal agreements, opinions, consents and decisions required, as well as the application for micro-installation to the electrical grid, and on this basis the execution of all construction and assembly works on the resident's property and public utility buildings, as well as the fulfillment of the remaining services specified in the PFU and the contract, including the conduct of training courses for the users of the facilities in the field of operation of the installation, servicing of the installation during the warranty and guarantee period. 5.2. Detailed description of the subject of the order: - for tasks no. 1, 2, 3 was included in the Functional and Utilitarian Program, prepared by PERSEM Sp. z o.o., ul. Kędzierzyńska 17A/102, 41-902 Bytom, constituting Annex no. 12 to the SWZ, - for task no. 4 was included in the Functional and Utilitarian Program, prepared by PERSEM Sp. z o.o., ul. Kędzierzyńska 17A/102, 41-902 Bytom, constituting Annex no. 13 to the SWZ. The Contracting Authority has placed the SWZ and the annexes, which are its integral part, on the website of the conducted procedure. The rights and obligations of the Contractor also result from the template contract constituting an annex to the SWZ. 5.3. The Contracting Authority envisages the possibility of convening a meeting of Contractors in order to explain the content of the SWZ. The date of the meeting will be given at a later date. The Contracting Authority will provide information about the date of the meeting on the website of the conducted procedure. The meeting will take place at the seat of the Municipality and City of Odolanów, room 2.1 Conference Room (address: Rynek 1, 63-430 Odolanów). The description of the subject of the order in terms of equivalence, in terms of art. 100 para. 1 of the Pzp Act and in terms of requirements regarding the compliance of ICT solutions was included in point 5.4 SWZ. The Contracting Authority, pursuant to art. 139 para. 1 of the Pzp Act, will first carry out an examination and evaluation of the offers, and then qualify the subject of the Contractor, whose offer was most highly evaluated, in terms of the lack of grounds for exclusion and the fulfilment of the conditions for participation in the procedure. The Contracting Authority does not envisage granting advances on account of the execution of the order. The Contracting Authority, in accordance with art. 455 para. 1 point 1 of the Pzp Act, envisages the possibility of making changes to the provisions of the concluded contract. The projected provisions for changing the contract in the matter of a public order on the principles, scope and in the cases specified in the template contract, which is an integral annex to the SWZ.
