The subject of the procurement is an AI developer service, which supports the design, implementation and maintenance of Finavia's AI and machine learning-based solutions. The procurement is divided into two sub-areas:

- Sub-area 1: Junior Developer and Developer - AI developers. Development and deployment of AI solutions.

- Sub-area 2: Senior AI developers. Training, fine-tuning of ML models and architecture, implementation and deployment of complex AI solutions.

The final outcome of the procurement is a framework agreement for each sub-area for the years 2026-2030, each containing 2 separate options ordered for 2 years at a time until 2034. The contract periods are therefore 4+2+2. Up to 5 bidders per sub-area will be accepted into the framework, selected according to the criteria set out in the invitation to tender. The framework agreements do not constitute a purchase obligation for the purchaser, but all assignments will be agreed separately in accordance with the framework agreement terms.

The service covers the expert work of AI developers in two different entities, where technical expertise is emphasized, for example: Microsoft Azure and SnowFlake environments. Expertise in MLOps and/or DevOps model/model is required for the suitability of the profile. The service is implemented using a pool of expertise model (DevOps/MLOps-type operating model), where Finavia can use the expertise resources flexibly in different AI development projects and assignments. The operating model enables the rapid utilization of resources to changing needs.
