Description

The activities of study, expertise, and testing of the DIE of the DGA are based on measurements made from a large number of sensors of various types, known as control, measurement, and testing equipment (ECME). For all the centres of the DIE, the number of these ECME is approximately 65,000. The nature of the ECME depends on the types of measurements to be made to verify the characteristics and performance of the products, components, materials, software, systems, or subsystems of weapons to be studied, expertised, or tested. These measurements concern several so-called "metrological" domains, listed below. The twelve listed domains are the most representative in terms of volume: 1) Electricity, Magnetism, Time Frequency (EM/TF); 2) Dimensional (DIM); 3) Force, Mass, Torque (FMC); 4) Pressure; 5) Accelerometry (ACC); 6) Temperature, Humidity (Temp-hygro); 7) Gas Flow (D Gaz); 8) Liquid Flow (D Liq); 9) Acoustics (Acous); 10) Radiophotometry. The estimated number of calibration services likely to be ordered over the duration of the framework agreement, for the benefit of all the centres of the DIE, is approximately 19,600 services in total. ---------------------------------------------------------------------------------------------------------------------------------------------------------------------- It is specified that the deadline for the submission of tenders is 14/04/2026 at 14:30 (Paris time). ---------------------------------------------------------------------------------------------------------------------------------------------------------------------- This is a Defence or Security Contract. ---------------------------------------------------------------------------------------------------------------------------------------------------------------------- The estimated amount entered in section 2.1.3 corresponds to an overall estimate for the framework agreement project, without any commitment on the part of the State. ---------------------------------------------------------------------------------------------------------------------------------------------------------------------- This is a single-source framework agreement with purchase orders. ---------------------------------------------------------------------------------------------------------------------------------------------------------------------- The maximum amount indicated in sections 2 and 5 below is exclusive of tax. ---------------------------------------------------------------------------------------------------------------------------------------------------------------------- As the contract may present significant technical uncertainties, it will include a provisional allowance for the potential purchase of services that could not be defined precisely in the initial public contract. ---------------------------------------------------------------------------------------------------------------------------------------------------------------------- The contract has an initial duration of 4 years, renewable tacitly 3 times for 1 year within the limit of 7 years. ---------------------------------------------------------------------------------------------------------------------------------------------------------------------- Candidates must specify whether they are applying individually or as part of a group. ---------------------------------------------------------------------------------------------------------------------------------------------------------------------- Candidates are prohibited from submitting multiple offers for the framework agreement by acting simultaneously: 1) as individual candidates and as members of one or more groups; 2) as members of several groups. ---------------------------------------------------------------------------------------------------------------------------------------------------------------------- The composition of the groups may not be modified between the application and the submission of the offer. ---------------------------------------------------------------------------------------------------------------------------------------------------------------------- Furthermore, the provisions of Articles R2142-23 and R2342-14 of the CCP apply. ---------------------------------------------------------------------------------------------------------------------------------------------------------------------- Signature of documents: The documents contained in the application file requiring a signature must be signed by a person authorised to commit the company (with indication of the name, first name, and position of the signatory, and with the company's stamp). If the signatory of the documents does not appear in the public information via the SIREN number or the equivalent document for candidates established abroad, any document attesting to the signatory's capacity to commit the company must be provided. As for electronic files, a signed zip file does not constitute a signature of the documents it contains. Each document for which a signature is required must be signed electronically and separately by a person authorised to commit the company (cf. 'Modalities of transmission of tenders' mentioned in section 2.1.4). A scanned handwritten signature cannot replace the electronic signature. All members of the group must opt for the same signature format (handwritten or electronic) without the possibility of mixing the two types of signatures. The provision of all the elements/documents listed in sections 2.1.6, 5.1.9, 5.1.12 is essential, on pain of rejection of the economic operator's application. The documents submitted in support of applications in a language other than French must be accompanied by a translation into French. Only the French version is authentic.
