Description
The subject of the contract is the analysis, design, implementation, delivery, deployment, and handover for operational use of the Institutional Repository of Open Data (IRDO) information system, along with the necessary logical infrastructure, migration processes, documentation, and user and administrator training. The contract also includes the migration of at least 30 scientific data sets and the preparation and launch of at least 30 API interfaces enabling their provision, including to the dane.gov.pl service. The Detailed Subject of the Contract (DSC) includes Annex no. 9. The contracting authority identifies the need to create a central, coherent, and scalable system enabling: · the collection, storage, and management of scientific data, · the publication of data in accordance with open data standards, · the provision of data access through API interfaces, in accordance with open data standards, · integration with national and European data provision systems (e.g., dane.gov.pl), · the assurance of an appropriate level of quality, security, and data access control. There is also a need to streamline data management processes, including their validation, versioning, and publication. Contract Characteristics (TO-BE) The characteristics of the contract (TO-BE) represent the target solution model that addresses the identified operational gap. The target IRDO system should, in particular, provide: · the implementation of a central data repository enabling coherent collection, storage, search, and management of data sets, · the standardisation of data and metadata in accordance with applicable national and European standards, · the provision of data publication mechanisms with metadata in a way that enables their reuse, · the application of an API-first architecture, providing data access through standardised and scalable API interfaces, · the assurance of system interoperability through integration with external systems (including national and European platforms), e.g. dane.gov.pl, www.crossref.org · the implementation of data lifecycle management mechanisms (validation, versioning, publication, archiving), · the provision of user, role, and permission management mechanisms, including data access control, · the assurance of an appropriate level of data security, including their integrity, confidentiality, and availability, · the assurance of the scalability and flexibility of the solution, enabling its development and increasing the volume of processed data, · the assurance of high system availability and its resilience to failures. The above characteristics represent a direct response to the identified gaps in the areas of data centralisation, standardisation, interoperability, and accessibility and form the basis for determining the minimum requirements. Minimum non-negotiable requirements The contracting authority's minimum, non-negotiable requirements include: · the delivery of a complete IRDO repository system, · the migration to the system of at least 30 data sets and the provision of the possibility of migrating further sets, · the provision of data publication mechanisms with metadata and their publication for at least 30 data sets, · the provision of data through API interfaces (minimum 30 API), assuming at least one API interface for each migrated data set, · compliance with applicable open data standards, · the provision of system scalability and portability, including the use of open-source solutions for the main architectural elements, · the provision of technical and user documentation, · the conduct of user and administrator training, · the provision of implementation support, · the provision of a warranty for at least 24 months, · the contract duration may not exceed 10 months in total. The detailed and/or developed minimum requirements are included in Annex no. 1 to the OPIW, which should be treated as the Detailed Subject of the Contract and a description of the contracting authority's needs, including the indication of the characteristics of the services that are the subject of the contract, as well as the minimum requirements regarding the description of the subject of the contract or the implementation of the contract. The requirements specified in Annex no. 1, detailed and/or developed, define the expected functionalities, minimum quality parameters, and contract implementation rules, which are non-negotiable and must be met by all offers. Negotiations and detailing are subject to the specific implementation of the requirements described in Annex no. 1, with the method of implementation, not the minimum parameters, being subject to negotiation.
