The GIAP, as a contracting authority within the meaning of public procurement and due to the thresholds of the mandates to be awarded, is required to launch an open tender procedure according to public procurement for the aforementioned contract. The GIAP has the mission to provide voluntary out-of-school hours collective supervision for pupils in the public primary school (from 4 to 12 years), thus enabling parents to reconcile family and professional life. The GIAP has been managing out-of-school hours since 1994. Established by the Law on Full-Day Care (LAJC), the group is affiliated with the Association des communes genevoises (ACG). It is governed by an intercommunal council composed of one representative per member municipality and four representatives of the State. The member municipalities of the group assume 80% of the costs. The remaining 20% comes from the financial participation of the parents according to their income.

Approximately 2,801 employees are active within the GIAP and supervise an average of 28,555 children.
