Norway – Repair and maintenance services – Framework agreement for painting and painting products.

Background Arendal municipality shall establish a new framework agreement for painting services and painting products for use in municipal buildings and properties. The contract shall primarily cover the needs of Arendal Eiendom, and it shall also be used by Arendal Church Council and the Arendal Harbour. The procurement will be carried out as the existing contract expires and as the municipality needs a more appropriate contract structure that separates the executing services and procurements of goods for work under it's own auspices. The aim is to ensure good need coverage, predictable access to capacity, efficient ordering and better follow-up of procurements and assignments. The municipality has a continual need for painting, equipment and consumables, as well as painting, wallpapering and floor laying services in connection with maintenance, upgrading and minor renovation works. The need varies between the entities and over time, and it is therefore important to have a framework agreement that provides flexibility, quick response and good delivery security. At the same time, the municipality would like a system that supports a clear interface between assignments that are carried out by an external supplier and products that are purchased for the municipality ́s own use. This shall contribute to more uniform practice, better cost control and simple contract follow-up. Description of the assignment The procurement is for a framework agreement for painting services and painting products for Arendal municipality and associated entities. The framework agreement includes both the procurement of services and the procurement of goods for use in the municipality's ongoing operation and maintenance. The assignment is divided into two sub-contracts. Sub-contract 1 includes painting, wallpapering and floor laying services, including necessary materials and equipment included in the execution of the assignment. Sub-contract 2 includes paint, put-offs, consumables and the accompanying equipment for the municipality ́s own use for work under its own auspices. The service part shall cover both internal and external work, and will mainly include maintenance, minor upgrades and renovation work in municipal purpose-built buildings. The product part shall cover the standard need for paint products and the accompanying equipment for use in the municipality ́s own work assignments. A delivery is requested that gives the municipality access to relevant professional competence, the necessary capacity and suitable products within the contract ́s extent. The framework agreement shall facilitate a practical and clear ordering model, so that both service assignments and goods procurements can be carried out in an efficient and predictable way.
