Works Contract: Collection of urban wastewater from the Sambre hydrographic basin. Construction of the Strée wastewater treatment plant. The primary objective of the contract is the studies, preparation of plans, implementation, and commissioning of a domestic wastewater treatment plant, with an administrative capacity equivalent to 1 125 PE for the treatment of wastewater from the municipality of Strée in the commune of Beaumont. The site will be located in the commune of Thuin. The content of the contract and its general context of execution are detailed in the technical section of the present tender documents. In addition to the studies, execution plans, implementation, and commissioning of the facility, the contractor will be responsible for obtaining the necessary documents, authorizations, permits, services, supplies, and tests for the execution of the works, conducting a site survey before and after the works, carried out in the presence of the contracting authority, as well as the preparation of the "as-built" documents as described in the technical clauses. The works are located in an agricultural zone with a low flood risk due to overflow. Bidders are advised that the Present Special Technical Specifications contains anti-social dumping clauses (with significant special penalties) developed within the Strategic Development Committee of the Charleroi and South Hainaut Region. They are highlighted in grey in the S.T.S. Consequently, bidders are strongly invited: - to take them into account in the preparation of their offer, the Contracting Authority reserving the right to verify compliance with these clauses and to penalise any infringement; - to complete and attach to the offer the Declaration of Honour relating to the anti-social dumping clauses reproduced in the annex to the present Special Technical Specifications. The absence of a declaration attached to the offer or an incomplete declaration will be considered as revealing the intention not to comply with the anti-social dumping clauses and, consequently, will be considered as a substantial irregularity.
