France – Drilling equipment – Fourniture de kits d’aide à l’enfouissement de mines (KAEM) et prestations associées

The framework agreement concerns the supply of mine burial aid kits and associated services. The KAEM consists of the following: - A mine burial system mainly composed of an auger allowing the operator to create excavation bases for a laying team, for several types of soil; - A mine storage and transport system; - A mechanical, hydraulic and/or electrical adaptation system allowing the system to be interfaced mechanically with land preparation vehicles in the French Army's inventory. This same system will allow the auger to be controlled from these vehicles. ----- The KAEM must allow for the transport of a buffer stock of mines and their placement in a wide variety of soils that cannot be shaped by manual excavation. ----- The main services to be provided include: - The supply of mine burial aid kits; - The training of state experimenters; - The initial training of users; - The initial training of maintainers; - User technical documentation; - Support. ----- It is specified that the deadline for the submission of tenders is 18/05/2026 at 12:00 (Paris time). Those listed in section 5.1.12 are in UTC format. ----- This is a Defence or Security Contract. ----- The estimated quantity/volume for the framework agreement project is a maximum of 21 systems, including 2 firm and the adaptation kits, the associated documentation and training services, without any commitment on the part of the State. ----- In addition to section 5.1.15: This is a composite framework agreement (firm part with call-off part). ----- This is a single-award framework agreement. ---- As the contract may present significant technical uncertainties, it will include a provisioned call-off part (in accordance with the provisions of Articles R2372-19 to 21 of the Public Procurement Code) for the potential purchase of supplies and services that could not be precisely defined in the initial public contract. ----- Candidates must specify whether they are applying individually or as part of a group. ----- Candidates are not allowed to submit multiple offers for the framework agreement by acting simultaneously: 1. as individual candidates and as members of one or more groups; 2. as members of several groups. ----- The composition of the groups may not be changed between the application and the submission of the offer. ----- In addition, the provisions of Articles R2142-23 and R2342-14 of the CCP apply. ---- Signature of documents: Documents in the application file requiring a signature must be signed by a person authorised to commit the company (with indication of the name, first name, and position of the signatory, and with the company's stamp). If the signatory of the documents does not appear in the public information via the SIREN number or the equivalent document for candidates established abroad, any document attesting to the signatory's capacity to commit the company. ---------- Regarding electronic files, a signed zip file does not constitute a signature of the documents it contains. Each document for which a signature is required must be signed electronically and separately by a person authorised to commit the company (cf. 'Modalities of transmission of tenders' referred to in section 2.1.4). ---------- A scanned handwritten signature cannot replace the electronic signature. ---------- The provision of all the elements/documents listed in sections 2.1.6, 5.1.9, 5.1.12 is essential, or the economic operator's application will be rejected. ----- Documents submitted in support of applications in a language other than French must be accompanied by a translation into French. Only the French version is authentic. ----- In accordance with Article R 2342-7 of the Public Procurement Code, this procedure is not open to economic operators from third countries to the European Union or the European Economic Area. The procedure remains open to subcontractors (subcontractors or subcontractors not having the character of a subcontractor) from third countries.
