Description

Preparation of the Szeged-Makó suburban transport development in the framework of a phased project, including the preparation of design and execution plans, as well as the performance of designer supervision tasks. The subject project was named in the 1042/2024. (III.4.) Government Decision on the determination of the highlighted projects of the Integrated Transport Development Operational Programme Plus. In 2021, a Feasibility Study and Cost-Benefit Analysis (MT-2021) was prepared under the title "Development of Szeged-Makó Railway Suburban Transport, Construction of Mixed-Traffic Tisza Bridge". According to the variant proposed by the MT-2021, the missing section of the Nagykörút with the bridge will be constructed in a separate project. The task of the winning bidder of the subject procurement is to develop the following technical content concept at the level of design and execution plans, based on the complex variants examined in the MT-2021: • Reconstruction of the railway infrastructure of Szeged passenger station, taking into account the long-term service needs for the railway lines connected to the station, both currently and in the future, which are of national significance according to point 2.13 of section 2 of the Act CLXXXIII of 2005 on Railway Transport; • Development of Szeged passenger station with Szeged-Rendező station as a functional unit, so that the planned technical content can cooperate in the long term with the developments of all open-line directions (railway lines 121, 135, 136, 137, 140 of national significance according to point 2.13 of section 2 of the Act CLXXXIII of 2005 on Railway Transport) and efficiently serve all lines; • Examination of the tram-train and passenger station routes planned in the project for the implementation of the Nagykörút section between Alsóváros and Újszeged (new Tisza bridge) and integration of the selected route into the station connections; • Examination at the study level of the track layout of Szeged passenger station in connection with the planned underpass of approximately 60 meters in length and future platform connections; • Examination at the MT level of the possibilities of land use in the environment of the station, with particular attention to the area of the Szeged-Tisza station, which is not in use; • Establishment of an Intercity Public Transport Hub (HTCS), including the establishment of a bus station and parking infrastructure next to the passenger station, connecting the station with the Indóház tér, and establishing transfer connections. According to the proposed arrangement, the bus station will be located on the eastern side of the railway embankment, between the embankment and the Szövetkezeti út, with 3 arrival and 10 departure stands. Short-term bus storage will primarily be provided south of the bus station, along the railway embankment, adjacent to the operational area of the bus station with 20 short-term storage stands. The necessary road junction connections will be established. • Interior reconstruction of the approximately 5200 m2 railway station building: in addition to serving operational functions, the necessary interior reconstruction is planned to serve passenger traffic and the basic functions of the HTCS. • Pedestrian crossing ensuring the connection between the bus station and the railway station: Pedestrian connection at ground level, under the railway embankment, connecting to the ground floor reception area of the railway station. (The crossing is approximately 60 m long and 12 m wide, with a staircase planned to the platform level); • Reconstruction of the Szövetkezeti út over a length of approximately 460 m, replacement of the wearing course of the road surface, reconstruction of the pavement on the side of the Paprika Zrt., new pavement construction on the side of the bus station, reconstruction of the green strips and public lighting, establishment of the necessary road junction connections; • Reconstruction of the Máglya sori road tunnel and the access road over a length of approximately 1.1 km; • Design of B+R parking facilities in two units, with a total capacity of 616 parking spaces; • Establishment of a new cycling connection from the junction planned in the access road of the new Tisza bridge to the bus station part of the HTCS, over a length of approximately 350 m, establishment of the necessary cycling junction connections; • Establishment of P+R parking for 110 spaces over an area of approximately 3400 m2 on the eastern side of the railway embankment, as well as establishment of a K+R and taxi parking for 10 spaces connected to the P+R parking and bus station; • Design of an intelligent passenger information system (Passenger Information, Camera System, Ticket Vending Machines, further smart devices (smart pad, interactive terminal, etc.) to be designed following further consultations; • Examination at the MT level of the greenfield use of the protected station building of the bus station to be decommissioned at the Mars tér and its related surfaces; • The traffic connections of the bus station planned in the station environment must also be examined for the case with and without the new Tisza bridge; • Optimal design of the parking infrastructure, the provision of which must also be examined in the case of using the territories of the Paprika Zrt. and without it; Continuation: BT-24 (II.2.4.) point
